Duties

Help
  • You will support six NIFR Readiness Centers, nine Joint Regional Intelligence Centers, 156 Navy reserve units, and over 8,100 IWC Reserve Sailors.
  • You will collect and maintain data to meet system cyber security reporting.
  • You will be responsible for the cyber security of COMNAVIFORES programs, organizations, systems, and clemencies.
  • You will maintain COMNAVIFORES NMCI NIPR and SIPR Authority To Operate (ATOs).
  • You will implement command information and communication systems security policies, plans and programs, IAW all DOD, DON, and other controlling ISS directives and regulations.
  • You will be responsible for the confidentiality, integrity, and availability of systems and data through the planning, development, implementation, and maintenance of ISS programs.
  • You will report security violations and incidents to appropriate authorities and assists with investigation(s).
  • You will manage the COMNAVIFORES Local Registration Authority (LRA) and Trusted Agent (TA) SIPRNet Token program for NSS Public Key Infrastructure (PKI) digital certificates and individuals to access NMCI SIPRnet.
  • You will oversee/supervise NGEN/NMCI Contract Technology Representative (CTR) duties.
  • You will establish administrative guidelines for administration and tracking of, user accounts, software approval, and equipment logistics for both NGEN/NMCI and legacy (non-NGEN/NMCI) assets.
  • You will review, approve and track to completion all Move-Add-Changes (M/A/C) requests.
  • You will manage IWC SAAR process, user accounts, NMCI seats, network services: ports, printing, and scanning capabilities.
  • You will manage and oversee the Requirement to Award Process Tool (RAPT) process for NMCI network services.
  • You will supervise and manage the Telephone Control Officer program, desktop phones/command duty mobile phones, and perform Privacy and Personal Identifiable Information (PII) Officer duties.
  • You will perform duties as the COMNAVIFORES Navy Flankspeed Champion, managing account issues, provisioning, and licensing.
  • You will oversee admin management of Message Traffic (OIX) Plain Language address directory (PLAD), and supervise admin management of CNIFR SharePoint, REDCEN SharePoint, and unit level SharePoint sites.
  • You will oversee the commands Information Technology Purchase Request (ITPR) process.
  • You will manage the commands Enterprise Infrastructure Solutions (EIS) WiFi systems.
  • You will manage ID Card Office (IDCO) duty sub organization display names.
  • You will manage COMNAVIFORES Cyberspace Workforce (DCWF) certification and CEU requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Cyberspace Workforce position work role code (461 - Systems Security Analyst), proficiency level (Advanced). The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and DoN policies.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
  1. Directing, assigning, prioritizing and managing the daily work functions of the staff to meet mission requirements and established quality standards.
  2. Analyzing and developing systems security integration, testing, operations, and maintenance.
  3. Evaluating the effectiveness of security controls/security policies and collecting/maintaining data to meet system cyber security reporting.
  4. Conducting systems security evaluations, audits, and reviews for the command.

This position is designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) primary work role of (461 - Systems Security Analyst) and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2. This designation requires:

- The incumbent participates in continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.

- The incumbent must obtain the required credentials within 12 months of appointment and maintain credentials as described in SECNAV M-5239.2 for DCWF role of (671) proficiency level (Advanced). For more information, review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1.

Term appointments may be extended up to 6 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
