This position will be filled under the Office of Personnel Management's Direct-Hire Authority and is open to All United States Citizens and U.S. Nationals. Veterans' Preference and traditional rating and ranking of applications do not apply. Qualified veterans will, however, be given full consideration for this position.
Performs, and supervises others performing, hydrologic analysis related to real-time reservoir operations that support Reclamation's mission of delivering water and generating hydropower, while serving other critical needs such as flood risk management, water quality, and ecosystem needs.
Serves as the regional expert in the time-sensitive hydrologic analysis required to successfully operate Reclamation reservoirs in real time.
Coordinates operational decisions with local offices and operating partners and communicates highly technical information to technically diverse groups including the public.
Serves as a Reclamation representative to the Technical Management Team (TMT), a multi-agency forum created for the purpose of coordinating the operation of the Columbia River System for the recovery of endangered species.

Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for the 0800 Engineering series. You may meet this requirement by (A) or (B) below:
(A) You possess a degree in Engineering. (NOTE: Transcripts must be submitted with your application.) To be acceptable, the program must either:
Lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or
Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
(B) You can qualify by providing documentation of one of the following:
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or current licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico; or
Successfully passing the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, which must include the courses specified in paragraph (A)(2) above; or
A bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, provided you also have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
In addition to the basic education requirement, to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience in ALL of the following: (1) conducting analysis to support real-time reservoir operations that may include developing and using volume forecasts, collecting and interpreting weather and hydrologic data, and using tools such as spreadsheets, scripts, and models to conduct analysis, (2) coordinating reservoir operations with operating partners and stakeholders, (3) presenting information to technically diverse groups including the public and ensuring highly complex technical information is understood by leadership, and (4) leading or supervising a diverse group of technical professionals involved with the items listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This position does not allow substituting education for experience.
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education.
