Help

As an Energy Industry Analyst (Pipeline Operations), some of your typical work assignments may include:

  • Serving as a regulatory policy expert in the resolution of cases set for hearing of extremely complex and controversial regulatory policy issues associated with the regulation of natural gas and/or oil pipeline companies. Analyzing issues related to rates, terms and conditions of service capturing natural gas pipeline and oil operations, including, but not limited to, scheduling practices, imbalances, imbalance thresholds, gas quality standards, compliance with safety requirements.
  • Preparing data requests, settlement proposals, and testimony based on the review/analysis, which contain a discussion of economic, pipeline operational, and regulatory policy issues as well as related recommendations.
  • Testifying as an expert witness at Commission formal proceedings on a wide variety of extremely complex and controversial issues concerning natural gas and/or oil pipeline matters. Explaining positions and natural gas and oil pipeline concepts during team meetings and settlement conferences.
  • Working as a member of interdisciplinary teams or as a Case Team Leader to develop positions and strategies for resolving cases, involving extremely complex natural gas and oil pipeline issues set for hearing or settlement procedures, particularly those related to pipeline operations. Training and mentoring less experienced staff by providing technical expertise on the analysis and review of complex regulatory, operational, and accounting and statistical data concerning the regulation of natural gas and oil companies.
  • Possessing knowledge of Commission precedent and policies, relevant regulations, pipeline safety requirements, terms and conditions of pipeline service, and operations of natural gas and oil pipelines, including but not limited to, scheduling rights and priorities, imposition of penalties, forward and backhaul terms and conditions, and rights and obligations replacements shippers.

Qualifications

GS-12 Level - You must have one full year of specialized experience at or equivalent to the GS-11 level. Specialized experience is defined as: Experience and knowledge using investigative research methods and procedures including data acquisition, analysis, and documentation to address highly complex pipeline operations and ratemaking issues. 

GS-13 Level - You must have one full year of specialized experience at or equivalent to the GS-12 level. Specialized experience is defined as: Experience and knowledge using investigative research methods and procedures including data acquisition, analysis, documentation and presentation to address extremely complex pipeline operations and ratemaking issues.

Proficiency in MS Excel and Word preferred.
