Help
  • Serves as the Major Subordinate Command (MSC) Associate Director developing local Small Business Programs (SBP).
  • Implements all statutory, regulatory, and policy requirements to effectively accomplishes the intent of the SBP.
  • Responsible for policy development, planning, technical advising, managing, programming and budgeting all phases of the MSC Small Business Office
  • Develops and implements small business education and training for their respective MSC personnel.
  • Conducting research, writing, publishing, and maintaining information for MSC strategic communications for SBP
  • Develops new or innovative approaches, techniques, or processes to improve the MSC interacts with and manages supplier relationships.
  • Interpret policy, developing and implementation guidance for formulation of acquisition strategies ensuring MSC procurements provide maximum practicable opportunity for small business.
  • Contribute to market research, providing advice to acquisition personnel to support small business participation.
  • Participates in negotiations with prime contractors and contracting personnel in proposed evaluation concerning small business subcontracting plans and participation.

Qualifications

To qualify for a Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- GS-13:

  • Works in market analysis in providing techniques/methods; conducting and evaluating market research identifying potential small business product and service providers.
  • Conducts cost/price analysis process, negotiation process, source selection ensuring regulatory compliance.
  • Conducts data analysis; systematically applies statistical, precise, and logical techniques describing and illustrating; condense and recap; evaluate data to make decisions and support conclusions.
- GS-14:
  • Serves as program/project manager, managing small business projects, planning, allocating, and optimizing resources.
  • Acts as the advisor to senior officials and other personnel in the analysis and evaluation of small business programs, policy, and issues.
  • Resolve critical problems and develop new approaches used for planning, negotiating, and administering of major procurement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
