WHAT IS THE COMMUNICATIONS AND LIAISON (C&L)DIVISION?

Vacancies will be filled in the following specialty areas:
Communications and Liaison (C&L); Communications; IDSS

The following are the duties of this position at the full working level.

  • Provides analytical advice and assistance to the assigned Business Unit management on the application and integration of Internet services to the achievement of organizational goals.
  • Consults with appropriate experts in the development of a Web site design that will effectively present information in the most complete, comprehensive and user-friendly manner.
  • Provides written and oral guidance and advice to Web content providers on presentation of material and methods of validating new and current material.
  • Meets with management and employee groups of each business unit to assess customer needs in relation to the assigned Business Unit's Web information services.
  • Assists the assigned Business Unit in monitoring web site content to ensure it remains current and accurate and ensures site references provide the expected navigation through the Web.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-12 -To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: experience with analytical methods and procedures to research the application and integration of Internet services, participate in conducting studies of Web site use, and implement or recommend changes; Experience with programs and processes sufficient to coordinate, evaluate, and analyze usability data to determine if the needs of Web users are met. Your experience must also include providing analytical advice and assistance, including written and oral guidance, on the application and integration of Internet services and coordinate with others to determine appropriate solutions; Experience with Web site development sufficient to discuss and resolve problems with appropriate experts, interpret policies and procedures governing the planning and delivery of Service-wide Web products, and to provide expert advice, guidance, and recommendations on critical issues affecting Web design;. In addition, identifying system complaints and problems in relation to Web design and the ability to coordinate with experts for resolution.

Specialized experience for this position includes: experience with analytical methods and procedures to research and advise on the application and integration of Internet services, conducting studies of Web site use, and implement or recommend changes; Experience conducting Web usability studies, coordinating, evaluating and analyzing usability data to determine if the needs of Web users are met. Your experience must also include the ability to provide analytical advice and assistance, including written and oral guidance, on the application and integration of Internet services and coordinate with others to determine appropriate solutions; Experience with Web site development sufficient to discuss and resolve problems with appropriate experts, interpret policies and procedures governing the planning and delivery of Service-wide Web products, and to provide expert advice, guidance, and recommendations on critical issues affecting Web design. In addition, experience identifying system complaints and problems in relation to Web design and the ability to coordinate with experts for resolution.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.   • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
