The United States Space Force (USSF) at Peterson Space Force Base is searching for a Management Analyst, for HQ SPOC/S1M (NH-0343-03, GS-12/13 equivalent).

Description:
Join our team of engaging and dynamic manpower professionals as we transform Space Operations Command (SpOC) into a high performing and responsive organization. Extensive opportunities to work with diverse HQ SpOC subject matter experts, Field Commands, Deltas and Squadron leadership teams. The primary purpose of this position is to maintain an account of valid manpower requirements in compliance with resource allocation and organization policy and to conduct analysis evaluation and project management within SpOC Manpower and Organization Division. Serves to manage, facilitate and conduct command wide comprehensive manpower requirements determination and process improvement projects, and organizational analyses of a wide diversity of organizations, functions, and work processes and provide strategic planning alignment and consultant management capabilities to improve mission effectiveness, resource efficiency, and resource savings. Leads special manpower studies as directed. Our mission is to engage, advocate and prioritize Human Capital requirements with mission partners to enable SpOC to protect America and its allies in, from, and to space now and into the future. Ideal Candidate Worksheet:
- Diverse manpower experience covering requirements, organization, management engineering, etc.
- Headquarters, MAJCOM, Field Command manpower experience highly desired
- Exceptional customer service experience
- High attention to detail
- Highly skilled at finding solutions in efficient and effective ways
- Ability to sort, categorize, synthesize, and analyze data
- Extensive use of the Manpower Programming and Execution System (MPES), Microsoft Suite, and Oracle Based Applications
- Collaborative team player working in a dynamic and diversified office environment while engaging at multiple levels from operations to Higher Headquarters across the USSF, Air Force, and DoD


Key Skills and Abilities:
1. Knowledge of Department of Defense (DoD), Joint Service,Air Force and Space Force management engineering, organization and Continuous Process Improvement principles, concepts, and methodologies.
2. Knowledge of process improvement techniques such as benchmarking, metric/statistical analysis and process flow charting.
3. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas.
4. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at FIELDCOM, HQ USAF and HQ SF to obtain information about organizational missions, functions and work procedures.
5. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy, and moving them towards an ownership of their objective without imposing personal bias.
6. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
7. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations
8. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
9. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
10. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
11. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

  • Must be a U.S. Citizen.
  • Employee must be able to obtain and maintain a Secret clearance
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position is eligible for telework 2-4 days per pay period.
  • PCS and incentives are authorized.
