This announcement reflects OPM's 2024 Rates of Basic Pay for Members of the Senior Executive Service (SES), but upon a candidate's selection, the OPM 2025 salary table will be utilized upon release in January 2025.
The Deputy Associate Director for Laboratory Programs provides the ADLP with expertise in operational processes across the Directorate. Specific responsibilities include:
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience that is indicative of senior executive level managerial capability and directly related to the experience outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs).
To meet the minimum qualifications of this position, you must possess all of ECQs and PTQs.
Applicants must also meet the OPM Individual Occupational Requirement(s) for this position.
Basic Requirements:
1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
2. Combination of education and experience: education equivalent to one of the majors shown in 1. above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 - Demonstrated experience and expertise in one or more of the following research-related disciplines: physics, chemistry, biology, information technology, engineering, or documentary standards.
PTQ 2 - Demonstrated experience managing a complex set of offices within a research environment and establishing organizational strategies, process improvements, and organizational operations. Experience must demonstrate knowledge of these programs and their impact on organizational objectives and performance goals.
PTQ 3 - Demonstrated experience developing priorities, aligning resources to meet those priorities, and gaining consensus for implementation for a large research organization.
The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. All applicants will be evaluated by an Executive Resources Board (ERB) rating panel of senior managers to determine the degree to which they possess the executive core and professional/technical qualifications, and best qualified candidates may undergo an interview and a reference check. The ERB rating panel will make recommendations on best qualified candidates to the appointing authority. Applicants will be evaluated on the quality and extent of their total accomplishments, experience, the ECQs, and the PTQs.
