Duties

Help

This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Anywhere in the U.S. (remote job).

The primary purpose of this position is to support the procurement activities on DHS/FPS; and provide analytical and administrative functions in planning, executing, reviewing, and evaluating procurement activities, policies, and procedures for the agency.

Duties performed:

  • Reviewing contract actions to maintain compliance with quality and regulatory standards.
  • Conducting internal and/or coordinating external program management evaluation reviews for the organization.
  • Participating in strategy planning for routine to sensitive or complex procurement transactions and procurement programs, which require innovative methods of procurement.
  • Providing technical assistance to procurement and non-procurement personnel through Directives, Standard Operating Procedures, and instructional Memoranda.
  • Conducting evaluations of procurement activities and advising management on systemic weaknesses identified through the review process.
  • Aid in the implementation of training programs to educate both procurement and non-procurement personnel on program operations.
  • Participating in working groups to assess administrative problems and develop solutions.

The form must be filed upon entry to the organization and annually thereafter.
  • Promotion Potential: This position is at the full performance level.
  • Essential Personnel Designation: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of unscheduled leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable).

Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below.

Basic Requirement:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must include a copy of transcripts with application).

OR

B. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
This exception only applies if you held a GS-1102 position prior to January 1, 2000. If you have not held a GS-1102 position prior to this date, this exception does not apply to you. This exception only allows you to apply for positions at the grade level you held as of January 1, 2000. In order to be promoted to a higher grade level, you must meet the Basic Requirement above, as well as the Specialized Experience. You must provide an appropriate SF-50 to verify your grade level if you are a federal employee and applying for this exception.

OR

C. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

AND

Specialized Experience:

GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Performing contracting activities (e.g., utilizing automated procurement systems programs, reviewing contracting plans, analyzing costs, drafting solicitation and award documents, etc.) to facilitate the completion of procurement actions;
  2. Evaluating contracting issues and/or program operations utilizing acquisition laws, regulations, policies, or requirements to provide guidance/recommendations;
  3. Conducting research, analyses, or evaluations of data to develop strategic plans for contracting actions and/or program operations; and
  4. Participating in training program operations (e.g., developing, delivering, or evaluating training programs and content) to facilitate the development of procurement related skills and competencies in an organization's personnel.

You must possess at least one of the following certifications:
  • Federal Acquisition Certification in Contracting (FAC-C Professional)
  • DoD Contracting Professional Certification
  • DAWIA (Contracting) Level 1 or higher certification, or
  • FAC-C Level 1 or higher certification.
