Duties

Help
  • You will serve as the Lead Financial Management Analyst for the Combat, Weapons and Support Forces Branch (SEA 0143) of SEA 01.
  • You will lead the team in the preparation and review of Operation and Maintenance (OMN) budgets in Computer Optimized Batch Reconciliation Application (COBRA) and Program and Budget Information System (PBIS).
  • You will direct and/or perform program budget / execution reviews, analyses, and appraisals of the various major operating and support programs within the organization and with external stakeholders.
  • You will conduct research for the development of top-level budget summaries during each budget cycle outlining major changes and tracking current and future capabilities.
  • You will defend NAVSEA OMN budgets in response to questions and marks from a higher authority.
  • You will coordinate responses for all budget ad-hoc drills, reflecting a thorough understanding of assigned programs.
  • You will communicate with NAVSEA financial person of contacts (POCs) throughout the Planning, Programming, Budgeting, and Execution System (PPBES) process.
  • You will collaborate and work with external stakeholders on budget, execution, audit issues and alert NAVSEA leadership of impacts.
  • You will perform execution tasks such as approving funding documents in Enterprise Resource Planning (ERP), managing cash/controls, obligation and cash phasing plans, variance analysis, labor, command reserve, and certified obligations.
  • You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
  • You will provide interpretive and analytical advice on financial transactions and program execution.
  • You will utilize financial systems Navy ERP, PBIS (JMS, OARS, ADVANA), COBRA and use Microsoft Excel as required.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or developing the financial management analysis of programs or project funds (e.g. costs, obligations, budget planning, formulating and execution, or financial reports) to ensure compliance with policies and procedures within an organization.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at the GS-15, step 05, which is equivalent to $185,824. If your current salary is above this amount, your salary may be matched.

This announcement uses the Acquisition Demo Business and Technical Management direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is covered by the Department of Defense Priority Placement Program.
