Duties

Help
  • You will be responsible for accounting, financial management, timekeeping, travel and plant account related service to Naval Surface Warfare Center- Carderock Division.
  • You will require knowledge of local databases and systems to research SAP and Navy ERP details in problematic areas.
  • You will interface with multiple DFAS sites and other DOD activities and has access to external systems and databases for research purposes.
  • You will act as the technical expert for SAP and Navy ERP or in feeder systems and contact the Navy ERP Business Office (NEBO) or the Central Design Agent (CDA) to relay concerns about duplicate files, missing files, dropped records, etc.
  • You will serve as the instructor for training sessions for employees on Vendor Pay, Purchase Cards and MM Module in Navy ERP.
  • You will receive and interpret policies, instructions and procedures related to Vendor Pay/Purchase Cards as well as any new guidelines from others, such as, NAVSEA HQ and disseminates as appropriate.
  • You will plan, organize, carry out and evaluate special projects affecting the financial and accounting programs.
  • You will research sensitive issues, analyze, make recommendations for administrative strategies or changes in procedures or operations, and present results.
  • You will be required to write operating procedures, methods and office policies and serves as the point of contact for them.
  • You will perform review, analysis, and evaluation of existing accounting and financial systems deficiencies and recommend methods for correction.
  • You will develop accounting and financial systems requirements and specifications.
  • You will participate in the review of system programming, testing, conversion and implementation of new/revised software.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

NT-4 Position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9-10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector: analyzing or evaluating financial data and transactions to identify and recommend adjustments or improvements in financial programs related to a working capital fund business model for an organization.


NT-3 Position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5-8 equivalent) pay band in the Federal service or equivalent experience in the private or public sector: assisting in reviewing financial data and transactions to identify and recommend adjustments or improvements in financial programs related to a working capital fund business model for an organization.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:

  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-3:
  • Successfully completed a master's or equivalent graduate degree; OR
  • Successfully completed two full years of progressively higher graduate level education leading to a master's degree; OR

  • A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

Additional information

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. The full performance for this position is the NT-4.

This position is covered by the Department of Defense Priority Placement Program.
