  • Serves as an expert environmental planner, engineering/scientific expert and project manager with the responsibility for managing large multi-faceted projects requiring highly complex analysis over multiple disciplines and areas. Anticipates issues, applies scientific theory and practices in developing sound solutions and action plans to ensure mission sustainability and protection of resources.
  • Serves as innovative long-range planner, subject matter expert, and primary interface with Air Force and regulatory legal counsel and technical staff, and stakeholders. Consistently provides expertise that is sought by peers. Communicates complex Conservation planning actions to Federal, State, and local regulatory agencies, all levels of Air Force management, and the public.
  • Independently leads and guides others in formulating and executing diverse, highly complex projects to ensure all requirements are achieved.
  • Works closely with other program and project managers (internal and external to AFTC) to ensure program/project environmental issues are identified, fully developed. and strategies for success are in place.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here

An ideal candidate would possess knowledge of related engineering/scientific disciplines and knowledge of Test Wing operations and processes as they apply to environmental management


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband of a NH-02, equivalent to the next lower grade of GS-11.

Knowledge, Skills and Abilities:

1. Mastery of environmental engineering/scientific concepts, principles, and practices enabling employee to serve as expert and technical authority on a variety of issues related to environmental planning.

2. Superior knowledge of laws, regulations, and guidelines as they apply to environmental planning including standard contracting mechanisms, practices, and procedures.

3. Knowledge of related engineering/scientific disciplines such as mechanical engineering, biology, chemistry, etc. and the ability to integrate information from numerous engineering/scientific disciplines. Knowledge of TW operations and processes as they apply to environmental management.

4. Skill in written and oral communication and the ability to present data and information to impart knowledge to an audience.

5. Ability to adapt or modify, as required, standard practices, equipment, or techniques in developing planning requirements and implementing solutions for an array of proposed programs and projects.

6. Ability to assess the impacts of proposed programs /projects on the region's environmental resources while incorporating mission needs to achieve a sound balance.

Individual Occupational Requirements

Basic Requirements

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Basic Requirements:

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
