Duties

The research faculty member is an experienced, graduate-level university teaching and research faculty member who possesses expert-level wargaming, simulation, qualitative, quantitative, and mixed methods research skills, and experience teaching these skills at the graduate levels.

The faculty member is also a renowned leadership and management, regional, or transnational strategic intelligence subject matter expert.

The faculty member leads NIU-wide wargaming and simulation research efforts in support of the IC and U.S. national security and aligns their research agenda with ODNI and IC strategic priorities in consonance with overall goals of NIU and academic standards.

The research faculty member engages with elements from across the university, the IC, and academia to ensure the efficiency, effectiveness, relevance, and integrated operations of the research mission of the university.

These activities include representing NIU with ODNI and IC research entities and in ODNI and IC research forums. This position is a direct report to the Director of NIU's Caracristi Institute for Intelligence Research, but the faculty member also teaches courses in NIU's College of Strategic Intelligence.

These duties include ensuring all personal NIU research activities meet academic standards, as well as comply with IC requirements.

Contributes to the implementation of the NIU strategic plan, advising, identifying, evaluating, and recommending solutions to complex issues and/or problems.

Conducts research on behalf of the ODNI and IC, utilizing scholarly networks to respond to IC research priorities and leading collaborative teams from across the ODNI and IC in pursuit of short- and long-range research goals.

Submits individually, or as part of a group, at least one article to a peer-reviewed academic journal per year for publication and disseminating the results of all finished research projects to relevant personnel in ODNI and the IC.

  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Successful completion of a full course of study in an accredited college or university leading to a master's degree (or equivalent) that included or was supplemented by major study or work experience in a subject-matter field related to the work of the Office of Research.

Significant expertise in wargaming, simulation, qualitative, quantitative, and mixed methods research skills

Experience teaching graduate-level wargaming, simulation, qualitative, quantitative, and mixed methods research skills

Demonstrated knowledge and experience applying the concepts, tools, and methodologies of academic research.

Demonstrated experience working in or with the Intelligence Community, preferably in a research capacity.

Demonstrated experience in academic research and scholarship, writing, and reviewing research papers.

Extensive knowledge in area of subject matter expertise.

Demonstrated oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to, and meets the needs of, diverse audiences with different perspectives and objectives.

Desired Requirements:

Successful completion of a full course of study in an accredited college or university leading to a doctoral degree (or other terminal degree) that included or was supplemented by major study or work experience in a subject-matter field related to the work of the Office of Research.

Expert oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to, and meets the needs of, diverse audiences with different perspectives and objectives.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
