Duties

Help

Serves as the Family and Morale, Welfare and Recreation (FMWR) site manager for a small or medium size garrison with full responsibility and managerial authority to plan and direct FMWR on an Army installation. Incumbent typically reports to a multi or large-Garrison Deputy Commander or Director of Family and MWR.

The FMWR programs encompass Nonappropriated Private Organizations, Child and Youth (Child Development Centers, Family Child Care, School Age Services, Youth Centers, Teen Centers, Youth Sports and Fitness, Youth Education Support-School Liaison-Outreach-Program Support Services). Recreation Services (Sports and Fitness, Entertainment, Automotive, Parks and Picnic Areas, Library, Arts and Crafts, Community Activity Centers, Better Opportunities for Single Soldiers (BOSS), Outdoor Recreation, and Leisure Travel). Business Operations, (Clubs, Food-Beverage-Entertainment-Bowling-Golf-Recreation and Mobile Snack Facilities, Theme Restaurants, Rod and Gun Clubs, Lodging Operations, and NAF Recycling program).

Coordinates with Direct Garrison for Nonappropriated Funds support in NAF Financial management, Marketing, Major Construction, Commercial Sponsorship, Property management, Internal Review and Management Controls, Supply, Warehouse and Maintenance, Information Technology, and Contracting programs.

Develops mission requirements and objectives; plans for accomplishment of objectives; reviews status and progress; provides management guidance and direction; and provides advice and/or decision on policy matters. Applies an extensive knowledge of management concepts, principles, and objectives. Develops and implements policies and procedures. Determines resource needs, allocates resources, and accounts for their effective use. Ensures programs and activities are managed and operated on a sound financial basis, are in compliance with Army policy, and are consistent with baseline standards. Oversees all phases of major projects to insure integration and coordination with established timeframes and maintains FMWR goals and objectives. Ensures programs are consistent with commitments and policy, as well as measurable performance criteria. Conducts periodic program review and analysis briefings. Identifies areas where slippage is occurring and determines required corrective action to bring project in line with established schedules.

Represents the Garrison Commander for FMWR activities. Serves as the principal advisor and authority on matters impacting the FMWR programs. Serves as primary advisor on technical matters concerning plans and procedures. Provides guidance and technical expertise to the Garrison Commander concerning all FMWR activities. Provides technical guidance and administrative oversight through direct and indirect supervision of subordinate supervisors and employees. Exercises the full range of personnel management responsibilities.

** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

The requirements below must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position

1. Business management experience that included comprehensive budget development and execution. This experience may have been gained as a director or program manager of large activities within MWR or similar programs (i.e., CYS facility director; sports, fitness, and aquatics director; financial management director; marketing director; lodging manager; outdoor recreation director; etc.).
2. Experience developing long-range plans based upon community needs and available resources.
3. Experience utilizing various analytical techniques to evaluate program performance and determine action for improvement.
4. Experience managing capital improvements/minor construction projects.
5. Demonstrated personnel management experience which included performing a full range of supervisory functions.

In addition to the above, highly-qualified candidates will possess the following:

1. Possess a minimum of 3 years of MWR experience in supervisory positions.
2. Possess at least 1 year experience as an MWR Division Chief in any of the five major MWR Divisions.
