Duties

Help

Responsible for the overall economic and efficient operation of the Outdoor Recreation Program. Administers the business, financial, and recreational operation of the outdoor activities program within established policies and objectives. Oversees a variety of geographically dispersed facilities/activities; and ensures usage does not conflict with policies governing participation. Develops goals and objectives for the Outdoor Recreation Programs which meet agency intent. Establishes, develops, and maintains effective working relationships. Generates comprehensive short and long term budgets and fiscal requirements to meet the program objectives and maintain internal control. Evaluates the effectiveness of ongoing outdoor recreation activities from the standpoint of participants' response, resources, unforeseen developments, and program evaluations. Adapts and varies program activities as a result of findings. Formulates, justifies, and executes both the appropriated funds (APF) and non-appropriated funds (NAF) budget for all aspects of operations. Maintains an accurate account of daily sales revenue, operational funds, fixed assets, and property. Procures and/or initiates procurement documents for supplies and equipment. Assures the maintenance and repair of facilities and equipment. Prepares and submits work order requests as required. Organizes and publicizes outdoor activities, assuring maximum effectiveness in attracting and motivating participants, which includes the completion and submission of marketing requests for event promotion. Coordinates with appropriate installation offices on plans for the use of natural land and water resources for selected outdoor recreation activities. Maximizes recreational use of natural resources to include development, conservation, sound usage, improvement and management. Plans and schedules outdoor activities such as, but not limited to biking, camping, canoeing, ice skating, kayaking, paintball, rock climbing, scuba diving, skiing, skydiving, snowboarding, swimming, white water rafting and overnight recreational trips. Ensures that safety orientation is provided regarding specific activities. Devises, improvises, and adapts these various activities to fit the conditions of the natural environment, and to conform to limitations in funds, facilities, equipment, and staff support. Supervises personnel assigned to Outdoor Recreation Program. Assigns, directs and reviews the work of subordinate employees; plans and carries out the training and development of employees; evaluates employee work performance; recommends selections, status changes and disciplinary actions; plans schedules, and coordinates work operations, explains management policies. Works to achieve the objectives of personnel programs and policies and deals effectively with employees on complaints, grievances, and other matters involved in the day-to-day administration of the Recreation Program. Performs other related duties as assigned.

Qualifying Experience:
Planning, organizing, coordinating, supervising, or evaluating outdoor recreational program; developing and executing a program level budget; evaluating and/or instructing in the principles and techniques of recreational program planning and management; ability to supervise and lead a team of employees.

OR

Substitution for Experience:
Undergraduate (Associates or Bachelors degree) or Graduate (Masters' degree) education with a major study in general recreation or the fields of: outdoor recreation or youth recreation or community recreation.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
