Summary

As a Review Appraiser you will be responsible for reviewing staff and fee appraisal reports and providing technical guidance regarding diverse and precedent-setting issues which are impacted by the appraisal field. 

This position is located in the Public Buildings Service (PBS), Portfolio Management Division.

This position is located in the Public Buildings Service (PBS), Portfolio Management Division.  This Division maximizes and enhances the value of the Public Buildings Service (PBS) real estate portfolio and client relationships.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Detroit, MI; Grand Rapids, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; St. Paul, MN and Fort Snelling, MN.  You will be expected to report to a specific GSA duty location at least two or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include, but are not limited to:

  • Reviews extremely complex or controversial appraisals for compliance with laws and procedures, proper use of advanced methods, and impact on current policies.
  • Advises attorneys on appraisal interpretation and testifies as an expert witness, if required.
  • Reviews and analyzes very complex appraisal reports for the impact of recommendations and estimated values on agency policies, goals, and objectives. Reviews two or more complex appraisal reports for the same property to determine which provides a legal and more statistically defensible value to use as evidence in controversial or sensitive condemnation or tax court cases.
  • Evaluates the impact of new or modified appraisal, real estate, tax, and environmental legislation on current and projected appraisal standards and programs and prepares important policy changes based on the impact. Provides guidance to staff and fee appraisers on the interpretation and implementation of new or modified policies.
  • Performs unusually complex and/or precedent-setting highest and best use analysis, value of income streams for special assets, business value, value-in-use and return on investment value assignments.

The GS-13 salary range starts at $115076 per year. Salary is determined by the location for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is experience:

  • reviewing and analyzing complex or controversial appraisal reports;
  • evaluating the impact of new or modified appraisals; and
  • providing guidance on the interpretation and implementation of new and modified policies.

Selective Placement Factor (SPF): In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: Possession of a State Certified General Real Property Appraiser license with credentials based on the minimum certification criteria issued by the Appraiser Qualifications Board (AQB) of the Appraisal Foundation. You must provide a photocopy of your State Certified General Real Property Appraiser's License with your application.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • A mastery of appraisal concepts, principles, and methodologies to function as a technical authority requiring the application of new theories and standards to appraisal problems or assignments not susceptible to treatment by accepted and established appraisal procedures; for which no accepted or established appraisal procedures exist; or where conflicts exist between policy and program objectives.
  • Comprehensive knowledge of the Public Buildings Service (PBS) organization and the interrelationships of its business lines to understand the role and value the appraisal process plays for each organization and to develop and prepare valuation documentation consistent with the needs of the requesting organization.
  • Ability to communicate effectively orally as evidenced by advanced negotiation skills to plan and implement creative and innovative valuation strategies and in writing to develop comprehensive business documents for appraisal projects.
  • Expert analytical skills and mastery of cost and price analysis to forecast costs, evaluate prices and to determine complicated strategies for highly sensitive or unusually complex properties in which the valuation determination involves a huge financial risk to the Government.
  • Expert knowledge of the appraisal industry as evidenced by a designation in the field or several years of comprehensive and highly responsible experience as a commercial appraiser.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
