Summary

This position is in the Human Capital Division which is responsible for implementing Mint-wide and Division policies, employee programs, and activities in all aspects of human resources management and administration. HCD ensures policies and programs implemented, result in fair, consistent, efficient and effective workforce management. HCD executes its responsibilities in three areas: Management and Change Leadership, Human Resources Operations, and Human Capital Programs and Strategies.

  • Develop and implement; control and evaluate Mint-wide human capital programs and be responsible for policies, procedures, and practices in one of the assigned human capital program areas: Talent Acquisition & Benefits, Organization Design Management, Policy, Accountability & Risk, Workforce Relations & Employee Programs, Labor Relations, Learning, Development & Training

  • Public Trust - Background Investigation will be required.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following:

-Experience must include but is not limited to: experience leading or performing a significant level of work in at least two of the following HR functional areas: recruitment and staffing; classification, compensation, and position management; employee relations and employee benefits administration; labor relations and negotiations; employee learning, development and training; delegated examining and merit promotion accountability and assessment; AND

-Experience interpreting and applying a wide range of human resource (HR) concepts, practices, laws, regulations, compliance, policies, and precedents sufficient to plan and provide comprehensive HR management advisory and technical services on substantive HR programs, organizational functions, and work practices.



In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12level for 52 weeks.
