Summary

This position is located in the Supervision Division (SD), Office of Supervision Policy and Operations (OSPO), at the Consumer Financial Protection Bureau.

The Division is responsible for investigating potential violations of Federal consumer financial laws and bringing formal enforcement actions to enforce federal consumer financial laws in administrative proceedings before administrative law judges or civil actions in federal court.

Duties

Help

The following are the duties of this position at the CN-53, broadly equivalent to the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Acts as a subject matter expert on very sensitive, complex, and controversial supervision matters and provides leadership for junior staff as the lead expert in an assigned program area. Leads complex projects involving multiple stakeholders from initial concept to delivery.
  • Drafts and maintains assigned chapters of the Examination Manual and other supervisory policy and procedure documents used by examiners to conduct examinations and accessible by the public.
  • Writes, edits and proofreads copy and coordinates publication for a full spectrum of communications including web content, guidance documents, policies, procedures, emails, and official correspondence.

Key Requirements:

  • Must be U.S. Citizen or U.S. National
  • A one year probationary period may be required.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with The CFPB. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow The CFPB to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

Specialized Experience:

To qualify at the CN-53, you must have one year of specialized experience at or equivalent to the CN-52 level in the Federal service (For qualification purposes, the CN-52 is broadly equivalent to the GS-12 level). For this position, specialized experience is described as experience that demonstrates:

- Experience writing, editing and proofreading written products, coordinating the publication of communications including web content, guidance documents, policies, procedures; AND
- Experience developing policies and procedures for supervision compliance; AND
- Experience researching, drafting issue papers, memoranda, official correspondence, and other materials related to supervision matters for internal and external audiences.

To qualify at the CN-52, you must have one year of specialized experience at or equivalent to the CN-51 level in the Federal service (For qualification purposes, the CN-51 is broadly equivalent to the GS-11 level). For this position, specialized experience is described as experience that demonstrates:

- Experience writing, editing and proofreading written products; coordinating the publication of communications including web content, guidance documents, policies, procedures; AND
- Experience assisting in the development of policies and procedures for supervision compliance; AND
- Assisting a more senior analyst in researching and drafting issue papers, memoranda, official correspondence, and other materials related to supervision matters for internal and external audiences.


To qualify at the CN-51, you must have one year of specialized experience at or equivalent to the CN-40 level in the Federal service (For qualification purposes, the CN-40 is broadly equivalent to the GS-09 level). For this position, specialized experience is described as experience that demonstrates:

- Experience drafting and proofreading written communication; to include coordinating the publication of communications including web content, guidance documents, policies, procedures; AND
- Assisting a more senior analyst in researching and drafting of issue papers, memoranda, official correspondence, and other materials related to supervision matters for internal and external audiences.

OR Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

CFPB uses an experience-based process to set pay for employees. Experience is evaluated and credited using the employee's résumé. To ensure that all of your prior work experience (e.g., internships, volunteer work, details, part-time, self-employment, secondary jobs, etc.) is considered and accounted for, please ensure that your résumé covers the following:

  • your entire work history with specific start and end dates (MM-DD-YYYY) provided for each listed position
  • hours worked per week for each position
  • degrees and the dates conferred (MM-YYYY)

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience. If you have multiple positions that have overlapping start and/or end dates, only 40 hours of experience will be credited for a given work week. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
