Location of position: GSA-FAS- Office of Professional Services and Human Capital (PSHC). This position will be a virtual/full-time telework position.

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts.

  • Plans, develops, manages, directs, and coordinates contract compliance activities for GSA professional service and human capital contracts which are long-term government-wide contractual vehicles with commercial firms providing government customers with direct delivery of high quality commercial services and ancillary products. 

  • Monitors compliance and quality assurance programs, and produces/reviews complex analytical and supplier compliance assessments and inspection procedures at GSA suppliers throughout the country.  These include but are not limited to sales and reporting, pricing, and labor qualification reviews.  In addition the incumbent oversees the completion of sales adjustments, overcharges, and administrative functions that are specific to the PSHC portfolio and across multiple contract vehicles including Multiple Award Schedule (MAS) and Multi-Agency Contracts (MAC).

  • Undertakes and directs special studies as needed and prepares special reports or position papers involving a plethora of highly complex and intricate contract compliance issues. Maintains compliance data and history, along with other indicators of Division execution and effectiveness, and compiles data for statistical management reports. Prepares and gives briefings on contract compliance matters.

  • Reviews and resolves the most complex, sensitive, and controversial quality and supplier operational issues facing the Division, such as those involving highly specialized or unique services, critical contractors, or other service providers, high profile and/or extremely hostile quality conflict and recommends policy adjustments for persistent or critical quality programs.
  • Counsels and advises subordinate supervisors on strategies and action plans to address problems and ensure continued activity toward meeting and/or exceeding set goals.  Makes decisions regarding technical or policy matters regarding planned and current projects within the Division. When appropriate to overcome obstacles or to focus needed management attention, refers policy or political issues to higher levels with proposed strategy.

  • Evaluates the effectiveness of existing contract compliance strategies and implements policies and procedures to provide the maximum support to PSHC business initiatives.

  • Performs the full range of supervisory and managerial duties for assigned staff, which includes but is not limited to the following: Plans work to be accomplished by subordinates, sets and adjusts short and long-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor/manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production or increase the quality of the work directed; and develops performance standards.

The GS-15 salary range starts at $143,736 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is planning, managing and directing a contract compliance program responsible for ensuring that suppliers are securely providing products and services in accordance with contractual requirements. This experience must include:

  • Assessing and monitoring complex contractor processes and systems using qualitative and quantitative techniques; 
  • Ensuring compliance with applicable laws, regulations, policies, and procedures; 
  • Applying government and/or commercial business practices and quality assurance operations; and 
  • Collaborating with internal and external stakeholders, leadership and regulatory officials, and meeting with industry partners, and Federal, and State and local agencies.

  • Expert knowledge of business and industry processes including knowledge of the supplier operations and quality assurance operations, requirements and processes to define problems, analyze alternatives, design and implement solutions and adapt equipment or techniques to resolve a diverse and complex range of quality assurance and technical problems.

  • Expert knowledge of qualitative and quantitative techniques required to assess and monitor contractor processes and systems and to analyze the effectiveness and efficiency of established contract management policies, procedures, and requirements in resolving quality assurance, financial integrity and contractual compliance issues. Working technical knowledge of accounting principles and software packages required to perform required auditing functions.  

  • Verbal and written communication skills sufficient to provide briefings to diverse audiences with diverse acquisition, procurement, and/or contracting needs, requirements, responsibilities, and/or roles; meet with executive and other management and staff personnel within the employing or other federal agency and private sector organizations/entities to communicate, defend, and/or justify extensive, costly, and/or highly complex activities, operations, proposals, recommendations, and similar matters; and conduct management reviews and present final decision packages, proposals, and comparable documentation/information to a wide variety of individuals at all levels of government and business organizations.

  • Comprehensive knowledge of supplier operations, information technology and supply chain risk management and methods employed for commodity production and evaluation of supplier capacity for information technology supply and services and potential for production of commodities needed by GSA customers.

  • Expert skill in examining, analyzing, and resolving policy issues and expert skill in strategically planning with a long-term perspective including expert skill in determining objectives and setting priorities.

  • Expert skill in managing compliance programs and supervising employees. Expert skill in independently planning and organizing work and in inspiring, leading, motivating, and guiding others toward accomplishment of organizational goals, objectives, and metrics.
