You will perform the following duties as a Personnel Security Specialist:

  • Exercise initiative and independent judgment in supporting, organizing and conducting analyses involving HSPD-12 initiatives including coordinating procedures to support the creation, issuance, and management of Personal Identity Verification (PIV) credentials for GSA employees and contractors nationwide, supporting the use of the credentials for secure electronic access of GSA employees and contractors to GSA buildings and information systems as called for by HSPD-12, and managing the background investigation process for federal employees and contractors.
  • Analyze the issues in the HSPD-12 assignment, then selecting and applying techniques to determine the most efficient way to complete work.
  • Research and gather information and procedures to meet deadlines and carry out the successive steps to complete each phase of assigned work/project.
  • Provide nation-wide daily help-desk support of the HSPD-12 program by answering help desk questions and phone calls.
  • Provide technical advice and guidance to employees, contractors, affiliates, and volunteers about matters pertaining to the PIV Program.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Washington, DC.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-09 salary range starts at $68,405 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience for personnel security is defined as experience in supporting, agency wide security management plans and policies which includes: organizing and conducting analyses involving HSPD-12 initiatives, coordinating procedures to support the creation, issuance, and management of Personal Identity Verification (PIV), supporting the use of the credentials for secure electronic access of employees and contractors to Federal buildings and information systems as called for by HSPD-12, and managing the background investigation process for federal employees and contractors. OR Education: Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. OR Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of standard security concepts, principles, and practices to review, analyze, and resolve fundamental security problems in the functional areas of personnel, physical, information, and industrial security.
  • Knowledge of fundamental personnel security, loss prevention, assets protection concepts and principles.
  • Knowledge to plan and recommend installation of conventional security systems which may involve personnel access controls, physical protection devices, monitoring equipment, remote alarm equipment, and other measures.
  • Ability to communicate effectively in written and oral communications.
