Duties

Help
  • Prepares analytical and technical reviews of regulatory analyses required for regulatory development and implementation.
  • Conducts a program of regulatory research to evaluate the impacts of major regulations on the domestic economy with an emphasis on regulations involving risks to human, animal, and plant health, human safety, food and nutrition, or the environment.
  • Establishes the linkages between science and economics and determines how to best select mitigation measures that maximize social welfare or cost-effectiveness. Provides benefits analysis to support regulatory development and review.
  • Coordinates and manages inter-agency and intra-agency work groups for developing and conducting regulatory risk assessments and economic analyses for program development.
  • Effectively presents ideas and analyses, both orally and in writing, with the ability to describe complex economic information at a level understandable to lay persons.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including Basic Requirements and Minimum Qualification Requirements, as defined below.

Basic Requirements:In addition to meeting the Minimum Qualification Requirements outlined in the following section, applicants MUST meet the following occupational series requirements:

A. Economist Series, 0110

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Minimum Qualification Requirements: In addition to meeting at least one of the Basic Requirements outlined above, applicants must also meet the specialized experience and/or education requirements shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements.

For the GS-14 level Specialized Experience: Applicants must have one year of specialized experience comparable (at or equivalent) to the GS-13 level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is 1) experience using advanced economic and statistical analysis and research techniques to evaluate the economic impact of policy options to reduce risk on complex issues involving animal, plant health, nutrition, food safety economics or the environment; and 2) experience providing authoritative advice and guidance in the development, implementation, dissemination, and communication of risk analyses to a variety of audiences.

For the GS-15 level Specialized Experience:Applicants must have one year of specialized experience comparable (at or equivalent) to the GS-14 level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is 1) experience using agricultural policy analysis, scientific research, communication or regulatory advice to solve urgent, practical problems arising during policy or regulatory development. 2) Provides leadership and guidance to agency analysts on regulatory analysis and economic methods. 3) Shares knowledge at speaking and training events, and through written reports.

You will receive credit for all qualifying experience, including volunteer experience.

DIRECT HIRE AUTHORITY: This announcement is issued under the direct-hire authority to recruit for positions for which there is a critical need. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
