Summary

About the Position: Serves as the Safety Manager in a Medical Department Activity (MEDDAC). Is responsible for planning, establishing, implementing, administering, and evaluating a 24 hour safety program covering the tenant medical and dental facilities, as well as support facilities (e.g. pharmacy,medical laboratories, power plants, etc.) in a healthcare environment.

This is a Direct Hire Authority (DHA) solicitation.

Duties

Help
  • Conduct safety and occupational health inspections of the health center.
  • Advise operating officials on safety matters affecting the military treatment facility.
  • Evaluate the local safety program to assure accomplishment of goals and objectives.
  • Develop and recommending safety and occupational health policy to higher levels of management.
  • Develop safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Analyze or evaluate new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Train workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position has been designated Weather Essential. In the event of inclement weather conditions, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Lifting up to 40 pounds may be required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Incumbent Must Complete the Cp-12 Level 1 Skills Outlined in The 0018 Job Series Master Training Plan and Be Awarded The Cp-12 Safety and Occupational Health Professional Certificate Within 12 Months of Hire.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position may be required to perform key essential employee duties.
  • This position requires employee to work under adverse environmental conditions.
  • This position is subject to a background investigation to determine your suitability for Federal employment.
  • This position requires the incumbent to have Tuberculosis testing.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes conducting safety and occupational health inspections of an organization; reviewing safety policies for compliance with federal and local regulations; recommending control measures for hazardous conditions; preparing documentation regarding safety violations and proper practices within an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
