This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will serve as project manager responsible for overall project planning, execution, control and closure of civil works projects associated with flood risk management, navigation, hydropower, environmental, recreation, disaster response and other civil works related activities.

Duties

Help
  • Lead multi-disciplinary project delivery teams (PDTs) and manages resources in planning, engineering, acquisition, construction, real estate and other supporting activities with decision authority to meet project objectives.
  • Adapt policy and processes to execute projects based on risk, constraints and requirements.
  • Represent the District Commander by serving as the Districts' point-of-contact with sponsor/stakeholders; various federal, state and local government agencies; Congressional interests; and other external organizations.
  • Assist District programming decisions and provides input for the operating budget.
  • Develop scope and requirements based on the charter, corporate decisions, stakeholder needs, policy and related authorities, and project review board guidance.
  • Oversee the development of quality management plans to ensure the project and deliverables meet technical/engineering, policy and legal requirements.
  • Manage project execution through all phases to construct, repair and/or rehabilitate civil works infrastructure, facilities and/or to provide deliverables such as studies, reports, assessments, or other solutions.
  • Resolve policy, technical, performance, and quality issues.
  • Monitor, forecast, and analyze progress and takes necessary corrective actions.

In addition to the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To Qualify at the GS-12 Grade Level:
Specialized Experience: One year of specialized experience which includes working within a Project Delivery Team (PDT) performing the planning, execution, control and closure of civil works projects associated with flood risk management, navigation, hydropower, environmental, recreation, disaster response and recovery, work for others, water supply, special projects and other civil works related activities; providing resources in planning, engineering, acquisition, construction, real estate and other supporting activities with delegated decision authority to meet project objectives; providing input and assistance to the civil works budget development and defense processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
