Help

As a Program Analyst, you will:

  • Coordinate and provide analytical support on problem definitions, planning methodologies, policies, and procedures for the improvement of business processes and marketing of the Division Compliance, Safety, and Accountability (CSA) program.

  • Provide quantitative and qualitative analyses to Division and Regional leadership, program specialists, and managers on safety programs and crash reduction strategies, including carrier prioritization and assignments, investigation findings and planned actions, and post-investigation safety management corrective actions.

  • Assist in evaluating the content of new or modified legislation and regulations for projected impact upon the Division safety programs. Review and evaluate assigned program activities to assure integrated effort and program balance.

  • Research and analyze risk management of carriers designated as high risk, to assess potential assignment. Provides analyses and subsequent recommendations on the prioritization of carriers for assignment and performs ongoing analyses and recommendations for re-prioritization after assignment.

  • Conduct in depth quality, efficiency and productivity analysis of investigations, creating ad hoc/special reports of findings for Division Management in order to gauge program’s deficiencies and effectiveness.

The ideal candidate will be an entry to mid-career level professional with extensive experience using software and formulas to mine data, performing qualitative and quantitative data analysis and evaluation and subsequently reporting on his/her analyses.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • FOR DIRECT HIRE CANDIDATES: You must complete a one-year probationary period (unless already completed).
  • FOR GOVERNMENT CANDIDATES:  Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience using software to obtain data and determining the relevance of the analytical information.
  • Experience performing qualitative and quantitative data analysis to evaluate alternatives and report on conclusions.


To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience identifying appropriate data and determining the accuracy and relevance of the analytical information to procedures. 


To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
