Duties

Help
  • Serves as a Senior Healthcare Business Analyst within DHA’s Financial Operations Directorate, Business Integration Division, Network and MTF Support Branch.
  • Subject matter expert in Military Health System (MHS) data systems, resourcing models, military beneficiaries and health services, and product lines for healthcare delivery and military readiness functions.
  • Elicits, analyzes, validates and documents business, organizational and/or operational requirements to support the business needs of stakeholders including the Defense Health Agency (DHA), the Department of the Army, Air Force and Navy.
  • Performs complex data extraction, integration of disparate data sets, and conducts statistical analysis of medical and business intelligence systems
  • Provide consultation services and develops Enterprise-level decision support tools, products, and business practices to inform MHS resourcing strategies and support MTF optimization efforts
  • Performs impact analysis of various organizational structures, cultures, business processes, personnel policies and medical information systems usage in wide ranging functional data quality areas.
  • Prepares projects, metrics, studies, analyses, and reports.
  • Assists in the communication of DHA policies to the field by providing explanations of the analysis upon which the policies are based.
  • Applies statistical analysis to operational data in order to provide decision support and program analysis.

Basic requirement for a Health System Specialist, GS-0671-09:

Specialized Experience: One year of specialized experience which includes accessing various medical or business intelligence data systems to view metrics, updating data in medical or business databases or automated dashboards, and retrieving metrics for command or headquarters-level review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Basic requirement for a Health System Specialist, GS-0671-11:

Specialized Experience: One year of specialized experience which includes includes accessing various medical or business intelligence data systems to view metrics, updating data in medical or business databases or automated dashboards, conducting research of clinic operations, and assisting in the development of decision support metrics used for senior level decision making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Healthcare Administration. You must attach transcripts to your application package.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Basic requirement for a Health System Specialist, GS-0671-12:

Specialized Experience: One year of specialized experience which includes accessing various medical or business intelligence data systems to view metrics, updating data in medical or business databases or automated dashboards, conducting research of clinic operations, assisting in the development of decision support metrics used for senior level decision making, assisting in developing business solutions to resolve analytical reporting issues and assisting in the evaluation of health system financial and analytical tools in order to assist in healthcare resourcing optimization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Basic requirement for a Health System Specialist, GS-0671-13:

Specialized Experience: One year of specialized experience which includes accessing various medical or business intelligence data systems to view metrics, updating data in medical or business databases or automated dashboards, conducting research of clinic operations, developing decision support metrics used for senior level decision making, developing business solutions to resolve analytical reporting issues, evaluating health system financial and analytical tools in order to assist in healthcare resourcing optimization, and authoring and presenting executive-level briefings that provide recommendations for policies that support healthcare strategy methodologies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 and GS-13 grade levels, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
