Summary

This position is located within the Research Service at the VA Palo Alto Health Care System in Palo Alto, California responsible for directing, managing, and supervising the business functions within the Office of Research and Development. The position functions as a Budget and Financial Data Analyst, Post Award Grant Manager, and Research Personnel Manager and provides analytical support to the administrative offices and the numerous subspecialty research office infrastructures and affiliates.

  • Works with investigators and research staff in the analysis and resolution of administrative matters related to personnel and fiscal management;
  • Formulates, justifies, presents, and executes transactions of all aspects of research administration finance at facility;
  • Develops and presents periodic fiscal budgetary reports to the supervisor and their delegate(s);
  • Communicates financial management recommendations in conjunction with research strategic planning;
  • Reviews budget data, manage transactions, and ensure accuracy of research financial reports;
  • Effectively addresses information and report request communications to various stakeholders;
  • Ensures agency policies and priorities are being followed;
  • Develops performances standards, evaluates, and supervises work performance of subordinates;
  • Performs other directly related duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm

Qualifications

To qualify for this position, all applicants must meet the following selective placement factor and minimum qualification requirements:

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is:" Do you possess experience within a clinical research program that required you to collect, analyze, and interpret financial data and establish priorities when performing budget planning of multiple, funded research projects?" ~AND~

Minimum Qualification Requirements: Specialized Experience:You have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Typically, this work would be found within the fields of finance, budget and/or accounting; provided knowledge of, and skill in applying, budget and finance principles, practices, and methods of budget execution and knowledge of organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience includes examining budget estimates for completeness, accuracy, and conformance with procedures and regulations; analyzing budgeting and accounting reports; overseeing budget expenditures; preparing financial analyses comparing actual costs incurred; preparing reports. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is mostly performed in an office setting with no special physical demands; although, some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office which involves everyday risks or discomforts.
