As a Supervisor Program Manager (Division Administrator), you will:

  • Manage a safety enforcement program for a state with a large metropolitan area with a consistently high level of complex investigation coordinating with State law enforcement partners.
  • Develop and implement a multifaceted transportation safety program in the State focusing on motor carrier issues to achieve a measured reduction in transportation-related fatalities.
  • Assure effective management of the Division's day to day operations and directs the implementation of program actions to resolve problems or controversial issues which impede the accomplishment of program objectives
  • Provide leadership and direction through subordinate supervisors, program managers, to a diverse staff of Safety Specialists and support personnel who are performing safety work and grant oversight.
  • Have programmatic oversight and reimbursement approval for all funding managed by the Division under the Motor Carrier Safety Assistance Program (MCSAP), including Innovative Technology Deployment and CMV Safety High Priority grants, and the Commercial Driver's License Program Implementation grants.

The ideal candidate is a mission focused highway safety professional. Excellent inter-personal skills are required. Some customer service/customer relations experience or a demonstrated ability to relate to all types of personalities in challenging, sometimes contentious, circumstances is essential to success.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience in developing and implementing transportation safety programs and evaluating the effectiveness of these programs in TWO OR MORE of the following areas: motor carrier safety compliance and enforcement; motor carrier safety assistance program; commercial driver licensing; motor carrier performance and registration information systems management; or hazardous materials.
  • Experience managing or supervising that involved: planning and assigning work to subordinates; evaluating employee performance and providing advice and instruction; identifying training needs; hearing and/or resolving subordinate complaints; and effecting employee disciplinary action or recommending other related action.
