Duties

Help

Develop and implement policies, programs, and procedures for assigned real estate programs.

Manage, plan, develop, and implement the Financial Improvement and Audit Readiness (FIAR) program and direct Real Property financial audit compliance actions.

Provide authoritative advisory and technical assistance on assigned real estate programs and respond to requests for advice/assistance from customers involving a wide variety of unusually complex real estate issues and develops solutions to problems.

Evaluate the effectiveness of the assigned real estate programs in meeting legal and regulatory requirements.

Perform first level supervisory personnel management responsibilities; structures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while planning and completing complex real estate transactions and property management activities, and utilizing techniques and methods to acquire, manage, or dispose of properties with diverse or unusual characteristics.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of laws, regulations, principles, policies, and practices of real estate programs.

2. Knowledge of appropriated funds programming processes and procedures and ability to justify budget submissions.

3. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions to problems.

4. Skill in conducting regular or periodic reviews of subordinate organization real estate programs and evaluating results to assess accomplishment of program requirements.

5. Skill in effective written and oral communication.

6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL DEMANDS: The work is primarily performed while sitting although employee will attend many on-site inspections for new construction, repair, and modification projects as well as physical inspections of real property. This may require bending, walking, standing while inspecting facilities, or carrying light objects such as floor plans, sales or contract file folders, computer reports, or digests of sales.

WORK ENVIRONMENT: The work is usually performed in an office setting. However, there may be occasional exposure to risks when the employee makes on-site inspections of properties, particularly undeveloped property or property under construction.
