About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 595th Transporation Brigade.

RECRUITMENT/RELOCATION/RETENTION INCENTIVE may be requested and may be authorized up to 25% of base salary per year to be paid bi-weekly for a period of service up to 2 years.

Duties

Help
  • Serves as the Brigade S-2 Security Specialist encompassing both security and intelligence activities for day-to-day operations of the 595th Transportation Brigade.
  • Performs a wide variety of administrative, technical, and analytical duties to support the development of program policies and requirements, and reviews budget/program estimates.
  • Develops, coordinates, and directs security and intelligence management on transportation operations within the CENTCOM areas of responsibility.
  • Determines the suitability and verifies security eligibility of individuals for entry and retention insensitive and non-sensitive positions through the Defense Information System for Security (DISS).
  • Manages Information security program by reviewing classified documents for proper classifications and markings, secure storage, and final disposition.
  • Serves as the primary technical expert regarding foreign visits and contacts with foreign nationals.
  • Manages the Physical Security and Force Protection Program located throughout the Middle East and South Asia.
  • Serves as a point of contact for the Industrial Security Program matters pertaining to DoD contractors visiting and/or contracted to perform work for the organization.
  • Manages and controls the SCI access requirement.
  • Performs Intelligence Officer duties by providing Headquarters Command and subordinate units up to the minute threat information affecting personnel, facilities, equipment and operations within the CENTCOM AOR.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • This position requires the incumbent obtain the following core (SPeD) Certification: Security Fundamentals Professional Certification within their first two years of employment.
  • Requires Temporary Duty (TDY) travel up to 15% of the time.
  • Must be able to pass a pre-employment medical examination and be medically and mentally fit to be deployed, and be able to pass a physical examination on an annual basis in preparation for the possibility of deployment.
  • This is an Emergency-Essential (E-E) position subject to deployment; E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • Anthrax inoculation program participation may be required to meet deployment requirements.
  • This position is considered E-E in support of Army's mobilization and wartime mission during periods of increasing tension and mobilization.
  • Position is E-E because (1) no qualified and immediate replacement exists; and (2) having it vacant would (a)impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces.
  • Failure to remain in your position may result in separation for the efficiency of the Federal Services.
  • E-E Civilians are required to sign a DOD Form 2365; the employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority.
  • Single parents or families, where both parents are emergency essential, are required to prepare a family care plan.
  • E-E employees may be required to undergo nuclear-biological and chemical training, and to participate in readiness tests, mobilization, alerts, and field training exercises.
  • Employees must pass a medical examination (MOD 17) and receive required immunizations for the overseas/deployed location.
  • E-E employees may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments.

Specialized experience is defined as experience which includes analyzing security and intelligence technical methods, policies, regulations, and procedures to provide advice and guidance in three or more security program areas to include Personnel Security, Information Security, Physical Security, Industrial Security, Foreign Disclosure, Operations Security, and/or Sensitive Compartmented Information (SCI) and SCI Facilities; identifying and resolving security problems and program inefficiencies; and identifying and analyzing security threats in order to provide solutions and recommendations to alleviate and minimize vulnerabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
