Summary

You will serve as an Information Technology Specialist in the Office of the Chief Information Officer (OCIO), and report directly to the Director, Office of IT Services.  The principal assignment will be to assist in aligning business and enterprise initiatives, modernization of cloud infrastructure, assist in implementation of standards as assigned, help with building a design of CI/CD pipeline, maintenance of the systems software, hardware, operations, and maintenance.

Duties

Help

As an Information Technology (IT) Specialist, you will:

  • Assist, support in plan, design, develop, and integrate network systems consistent with cloud (AWS, Azure, etc.) and/or planned network infrastructures. 
  • Knowledge and skill of programming languages and scripts to manipulate various areas withing CI/CD pipeline providing stability, reliability, and performance. 
  • Analyze and define network requirements, network workload, monitoring network capacity and performance, diagnosing, and resolving network problems, for cloud (AWS, Azure and etc.).
  • Responsible for assisting and supporting in the development, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of IT programs. 
  • Lead the initiative of implementing robotic process automation at the agency level working with business areas, collecting their business cases and deliver automation using standard process automation tools.

The ideal candidate: NHTSA is looking for a highly motivate Information Technology Specialist with extensive cloud engineering and development experience working with high-capacity IT systems, delivering applications following DevSecOps models, configuration management, and development skills.   The candidate will be expected to make progressive and continuous knowledge on IT Modernization and cloud-smart approach which keeping abreast with the emerging technologies.  Acquiring necessary and relevant IT certifications along with FAC-COR certification will be critical for this position.  For private sector candidates, the willingness to learn and acquire certifications will be critical.

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in assisting and supporting development, implementation, and ensuring compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of IT programs.
  • Experiencing in providing technical advice, displaying knowledge of Cloud Infrastructure (AWS, Azure, etc.), system development lifecycle, network analysis and design.
  • Experience with AWS Cloud Formation, migrating applications to the Cloud (AWS and Azure), good understanding with using serverless, event-driven compute services, such as AWS Lambda, to address client needs.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in performing a variety of systems engineering tasks and activities that are broad in nature and are concerned with major systems design, development, testing, monitoring, emergency response, capacity planning and production readiness review to run systems.
  • Experienced with building and maintenance of CI/CD environments, maintaining & supporting cloud infrastructure, providing application development organizations with full SDLC support.
  • Experience with Cloud Architects and the Well Architected Review process.
  • Experience as a FAC-COR (Contracting Officer’s Representative) Level II (or higher), ACOR where needed.  (Exceptions may apply for candidates outside of public sector).


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1Knowledge of managing Cloud infrastructure (on prem and cloud) through its lifecycle

2.  Knowledge of broad range on emerging technology with robotic process automation integrating AI/ML

3.  Knowledge in IT project management.

4.  Knowledge in developing program, process improvement, and management plans.

5Knowledge of communicating in writing and verbally, IT concepts, plans, technical approaches, recommendations, and findings.
