Summary

This position is in the Office of Budget, Finance and Award Management (BFA), Division of Institution and Award Support (DIAS). The primary purpose of the position is responsible for the administration/ monitoring of the grants management system that underpins the development, implementation and management of various basic research and science education programmatic activities. This position is designated as Remote Eligible. The duty station will be determined based on the incumbent selected.

As a Grants and Contract Cost Analyst, you will perform the following duties:

  • Provides cost analysis assistance to NSF management and program staff across the full range of funding mechanisms (i.e., grants and cooperative agreements to ensure proposed costs are reasonable, allocable, and allowable.
  • Participates in conducting audit resolution for non-controversial and well-established precedents projects; works with grantees to resolve issues making recommendations for improvements in business systems and practices.
  • Reviews and analyzes audit reports issued by NSF's OIG and others to determine adequacy of findings for questioned costs and compliance and/or internal control issues.
  • Participates in the BFA's post-award monitoring activities for annual risk assessment, including post-award administration and monitoring; Institutional capacity assessment and monitoring; and large-facility oversight and monitoring.
  • Participates in conducting fact-finding inquiries that require communication skills,

Qualifications

This is a one-year recent graduate position in the Pathways Program. This program provides an entry-level developmental experience with the potential to lead to a career in the Federal Government after successfully completing it. Upon completion of the developmental program, recent graduate appointees may be non-competitively converted to a term or permanent position without further competition. A recent grad converted to a term appointment may be subsequently converted non-competitively into a permanent competitive service position before the term expires.

Conversion to a permanent or term position is not guaranteed and is subject to many factors, such as funding, position availability, and performance.

To be eligible for this recent graduate position, you must meet one of the following requirements:

  1. Recent graduates who have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution. (Current students may apply if they are in their final semester, with a graduation date of Fall 2024. Include your expected graduation date on your resume and provide current transcripts. You must receive your degree prior to your appointment).
  2. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
In addition to the eligibility requirements above:

To qualify at the GS-9 level
, you must have one year of specialized experience equivalent to the GS-7 Level assisting in the review of awarding and administering grants, cooperative agreements, or other related instruments for compliance with regulatory requirements.

Examples of experience include: conducting analysis of financial matters to determine resources required; using financial data management systems to apply analytical techniques to identify patterns and trends, and to track and monitor analytical activities; and assisting in the performance of management studies to evaluate program success and to offer recommendations for improvement.

OR a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in Business Administration, Financial Management, Accounting, or Economics,

OR a combination of education and experience as described above qualifying at the grade level.

Note: Only graduate education in excess of one year is qualifying for combination.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. Education may be substituted for experience as described in "Qualifications.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
