Duties

Help

As a Budget Analyst (Strategic Advisor), GS-0560-15 MP, you will perform the following duties:

  • Serves as a Budget Analyst, (Strategic Advisor) and resource person to the Division Director and Deputy Division Director in support of the division's special analysis, long-range planning, budget policy development, and implementation activities.
  • Leads efforts for the planning, preparation, and tracking of special Budget Division projects and initiatives; works across the Division and National Science Foundation (NSF) to identify and develop new initiatives and to support documentation for continuing programs; updates the Division Director and Deputy Division Director on project schedules and activities; performs research analysis to prepare documentation and briefing papers for Budget Division and National Science Foundation (NSF) leadership in support of special projects and inquiries for information from a variety of sources, both internal and external to the Budget Division.
  • In collaboration with senior management officials, develops and coordinates the preparation of short- and long-range plans for the Budget Division, paying particular attention to new initiatives, timing, and resources necessary for implementation.
  • Conducts special studies and program evaluations; collects and analyses information; selects appropriate methods.
  • Prepares reports of findings and makes recommendations to the Division Director and Deputy Division Director that may serve as a basis for policy and/or operational decisions affecting BFA and agency activities.
  • Coordinates various Division-wide activities, including cross-divisional work groups.
  • Provides consultation and analyses to staff members on issues and various projects for which Budget Division has responsibility.
  • Provides authoritative information to the Division Director and Deputy Division Director in support of ad hoc task groups and review teams that support initiatives both within and outside of NSF. Researches and provides data, analysis, and information in support of special studies for which the Budget Division has responsibility.
  • Provides advice and makes authoritative recommendations that are used to form management's position on a wide variety of technical and policy issues related to budget formulation, execution, financial management, systems and reporting across NSF
  • Serves as the technical Budget Analysis expert and Strategic Advisor for the budget formulation and execution processes for the Programs within BFA's and NSF.
  • Responsible for all budgetary matters relating to division-level and agency-wide planning, formulation, execution, oversight, justification, and budget presentation for these programs.
  • Responsible for accomplishing program objectives and carrying out long-range planning for future program budgets; developing and/or providing recommendations for changes and revisions to budget plans and programs to ensure funding is spent effectively and efficiently.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in Federal service; leading budget formulation and justification, appropriations, and budget execution, assisting the development of long-range plans for an organization.

Examples of specialized experience include drafting congressional justifications; developing OMB budget justification; creating, monitoring, and executing an agency operating plan.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
