The primary purpose of this position is to serve as an Intelligence Specialist within SAF's Concepts, Development, and Management Office (SAF/CDM). Responsible for implementing multinational Battlefield Information Collection and Exploitation Systems (BICES) strategies and policies at the assigned duty location and directing policies and concepts as they relate to the multinational BICES Program.

Duties

Help

- Plans, organizes, and directs a variety of projects, policy development, training, and requirements process; develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best support attainable regarding planning, security, programming, methodology, and resource control in support of prospective multinational BICES efforts. This position may, on a case by case basis, act as a representative of US BICES on behalf of OUSD(I&S) and CDM.

- Provides intelligence strategy and policy analytic support for decisions on assigned programs that effect requirements and capabilities development for intelligence sharing with the DoD.

- Prepares reports and/or presents briefings for discussion and/or decision by senior leaders.

- Provides support to senior US BICES staff and OUSD(I&S) offices to support integration of USBICES priorities and support actions impacting or relevant to the DoD.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • The work is primarily sedentary and performed in an office setting. Some walking, standing, bending, carrying of light items may be required in the course of the duty day.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of strategies, policies, plans and programs for managing, planning, budgeting and executing intelligence sharing utilizing diverse support structures and cooperation on concepts, principles, and practices such as surveillance and reconnaissance systems; special communications; information operations; collection management and operations; research, development, test and engineering; systems integration; cyberspace operations; cyberspace information assurance and security systems; information systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of US and multinational BICES programs and requirements management processes; US BICES and multinational BICES common services such as operational theater support, US and NATO exercise planning as it relates to multinational BICES services utilization; and experience in supporting requirements' specifications and implementation for national, multinational, and NATO intelligence systems.

2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of strategies, policies, plans and programs for managing, planning, budgeting and executing intelligence sharing utilizing diverse support structures and cooperation on concepts, principles, and practices such as surveillance and reconnaissance systems; special communications; information operations; collection management and operations; research, development, test and engineering; systems integration; cyberspace operations; cyberspace information assurance and security systems; information systems.

3. Knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

4. Knowledge of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence sharing capabilities including data management, intelligence tools, training methods, policies, and procedures.

5. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage multinational BICES capabilities in support of consumers and customers; Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for collaboration and decision-making purposes.

6. Ability to establish and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, and contractors.

CONDITIONS OF EMPLOYMENT CONTINUED:

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Program Manager Level 2 or 3 Certification or completion of all course work necessary for certification as a Level 2 or 3 Program Manager, or Certification through the Project Management Institute (or equivalent) in Project Management Professional, Program Management Professional, or Portfolio Management Professional is highly desired.

This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
