Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as a Supervisory Program Officer for various aspects of Acquisition (ACAT) I, II and/or III programs within the ASA(ALT).

This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.

Duties

Help
  • Serve as Supervisory Branch Chief, performing the full range of administrative and technical supervisory duties in accordance with Army policy and organizational procedures.
  • Provides advice, counsels employees, recommends appointments, promotion, or reassignment to the Director for action.
  • Advises (ASA(ALT) leadership on critical programmatic activities related to future demand from allies and partners to inform proactive systems management, acquisition shaping and capacity constraints.
  • Plan, conduct and/or direct highly complex work assignments of capability-specific action officers for international programs.
  • Serves as main integration authority for technical details of broad programs throughout the lifecycle, including existing Army programs of record (PORs) and non-PORs as it pertains to international programs.
  • Coordinate with PEOs/PMs to shape acquisition programs for international participation and serve as the principal DASA DEC advisor to the ASA(ALT) during ASARCs and program reviews.
  • Develop courses of action (COAs) and brief recommendations to Senior Leaders within OSD, ASA(ALT) and PEOs.

  • Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field of Program Management and Business-Financial Management within 48 months of entrance on duty.
  • Business travel required up to 35% of the time.
  • One-year supervisory probationary period may be required.
  • This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience is defined as: 1) Manage multiple aspects of assigned acquisition programs; 2) Advise leadership on programmatic decisions and interpreting acquisition regulations/directives; 3) Provide situational awareness briefings to senior leaders on program issues and progress in issue resolution; AND 4) Lead a team of acquisition professionals by prioritizing/assigning work, assessing performance, and coaching/mentoring.

This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (NH-03 or GS-13).
