The Chief Operating Officer (COO) will serve as a principal advisor to the Chief Executive Officer (CEO) for all policy matters involving the operational streamlining and quality improvement of management programs. The incumbent will shape and allocate resources to align with the overall strategic direction of the Corporation for National and Community Service (CNCS).
The COO will lead the accomplishment of financial, information technology, human capital, and grant monitoring priorities and initiatives to meet the agency's goals and objectives through performance of the following:
Provides operational, financial and strategic leadership to ensure that operations align with the vision and goals of the Chief Executive Officer (CEO). Leads the governance and oversight of operational activities related to budget, procurement, accounting, information technology, human capital, and other functions.
Drives strategic planning, budgeting and forecasting of business needs and decision-making processes, ensuring that risk is effectively addressed in all aspects of business plans.
Leads the design, enhancement, implementation, reporting and oversight of short-range and long-range operational plans and priorities for CNCS.
Convenes CNCS leaders or stakeholders to drive business results and address business issues or needs. Ensures that senior leaders are responsive to and accountable for operational priorities and compliance. Escalates critical issues to the Chief of Staff or CEO for decision making.
Collaborates with program and operational offices to provide creative thought partnership on strategy for advancing cross-organizational initiatives and streamlining policies and procedures across programs and operations.
Develops, refines, and implements strategies to integrate operational and programmatic functions and processes, increasing collaboration among offices to break down silos.
Represents the agency at CNCS events, Congressional events, and national service events.
Ensures strategic goals and objectives shaped at the Executive level are translated and prioritized into tactical business plans with mechanisms to monitor and measure progress.
Primary contributor to the development of business strategies, recommending potential improvements to programs or services, maximizing efficiency, assessing the current environment, and anticipating changes to the external environment.
Leads, inspires and coaches a team of high caliber professionals, creating succession to key roles and enhancing COO management capabilities.
Develops, implements, interprets, and oversees the effectiveness of operational policies, procedures and guidelines to ensure compliance with the standards and directives issued by Federal Accounting Standards Advisory Board (FASAB), Office of Management and Budget (OMB), the Office of Personnel Management (OPM), and Government Accountability Office (GAO).
Builds strong relationships with key stakeholders to ensure correct focus and direction of CNCS operations.
Serves as primary liaison to the CNCS Inspector General, ensuring that the agency appropriately responds to inquiries, concerns, findings and recommendations by the Inspector General.
Assists the CEO in the preparation of written deliverables, to include statements or testimony for meeting with congressional staff and hearings. Ensures that background material is prepared and advises and assists in presenting testimony.
Works closely with leadership to ensure that politically sensitive or controversial issues are appropriately addressed and communication is maintained.
A 2-year probationary period is required for new Federal employees and supervisors.
Merit Promotion applicants must submit a SF-50 to verify Status and grade.
Will be required to file a SF-278, Public Financial Disclosure Report.
Satisfactory completion of a background investigation.
Qualifications
Basic Job Requirements:
As a basic requirement, your resume must clearly demonstrate progressively responsible leadership experience that validates executive level managerial capabilities in a job or combination of functions directly related to this position. Typically, experience of this nature will have been gained at, or above, the GS-15 level in the Federal service or the NX-01 pay band at CNCS. In addition, you should have a broad range of progressively responsible experience in at least three of the following four responsibilities:
Designing and executing enterprise-wide initiatives and strategies to advance an organization's mission or improve operations;
Spearheading strategic planning, budgeting and forecasting of business needs and decision-making processes;
Translating strategic goals and objectives into tactical business plans, monitoring and measuring progress on key milestones, deliverables, and resource needs; and
Developing sustainable relationships with a variety of internal and external stakeholders to drive engagement, influence decision making, or drive business solutions.
The Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (TQs) listed below must be addressed separately as a narrative statement and attached as part of your application package. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Mandatory Technical Qualifications (TQs):
TQ 1: Demonstrated knowledge of, and experience in, leading the design, enhancement, implementation, reporting and oversight of short-range and long-range operational plans and priorities.
. TQ 2: Extensive experience overseeing a staff responsible for a range of functions to include budget, accounting, compliance audits, procurement, information technology, and human resources.
TQ 3: Demonstrated ability to provide authoritative advice and counsel to senior officials on complex financial, budget, accounting, information technology, auditing, and human capital matters to develop and communicate creative solutions to highly technical and complex operational issues.
Education
Substitution of education may not be used in lieu of specialized experience for only the GS-12 grade level.

All CNCS positions are in the excepted service and our compensation system is based outside of the General Schedule system. The Chief Information Officer position is classified within our executive pay-band and is equivalent to an SES level position. As a result, we look to the executive core qualifications, similar to what is used in the Office of Personnel Management's (OPM) Executive Core Qualifications, to help us make this selection. However, to be clear, this is not an SES-position.
