This is an OPM Government-Wide DHA for Certain STEM Positions TERM NTE 10 yrs.

This position is a Liaison position between Natural Resources Conservation Service (NRCS) and the National Wild Turkey Federation (NWTF) to serve under the State conservationist. Employee serves as an NRCS expert in partnerships with wildlife and forestry management groups.

Location is TBD upon selection in one of five locations-Jackson, Nashville, Murfreesboro, Cookeville, or Knoxville Tennessee

Duties

Help
  • Provides leadership to the National Wild Turkey Federation (NWTF); Identify areas where NRCS can partner with NWTF; Assists National Biologist with the review and update of Wildlife Conservation Practice Standards as needed.
  • Establishes and maintains links with government agencies, non-governmental organizations, universities and professional societies to transfer technology to NRCS on conservation planning for upland wildlife habitat.
  • Evaluates and distributes information on the latest research developments in wildlife, conservation biology and ecological sciences.
  • Provides technical assistance to other NRCS offices in conjunction with existing and proposed agreements with NWTF where NWTF Biologists and foresters will have direct contact with NRCS Field Staff.
  • Work to guide their activities relevant to wildlife and biological diversity. Coordinates and-develops wildlife-habitat assessment techniques.
  • Writes articles and professional papers for scientific and popular publications and makes presentations relating to wildlife and conservation biology and management.

  • This is an OPM STEM term position intended to last longer than 13 months and may be extended up to a max of 10 years depending upon the needs of management. This Position will be filled as a TERM appointment NTE 10 yrs. Cannot be made permanent.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Education Requirement: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;

OR

Combination of Education and Experience: Courses equivalent to a major, as shown above plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This Specialized experience must include providing leadership to the National Wild Turkey Federation (NWTF) and knowledgeable in conservation biology of upland wildlife habitat within agricultural lands and urban areas as primary habitat to develop and adapt technology for conserving, restoring, and enhancing upland wildlife and benefits to the wild turkey and other upland wildlife species. (Note: One year of specialized experience is based on a 40-hour workweek. If you have worked less than 40 hours per week, you must prorate your experience.)

Note: There is no education substitution for the GS-13 level.

  • Physical Demands: The position requires frequent travel with intermittent physical exertion required on trips to the field. In addition, much of the work involves an office setting requiring intensive mental concentration and the ability to work under stressful situations.
  • Work Environment: Much of the work is normally in an office environment; however, a significant portion of time is spent traveling by commercial or government means to field locations. The employee is frequently exposed to field conditions including the operation of agricultural equipment and prescribed fire sites for habitat restoration. Adverse weather conditions, including snow or ice as well as humidity and/or extreme heat, often affect the field work environment.
