Summary

This position is located in the United States Agency for Global Media (USAGM) within Voice of America (VOA), China Division. The incumbent will serve the Supervisory International Broadcaster of the China Division. The incumbent will be responsible for the Divisions programming, marketing, management, budget, and administrative issues as well as providing the capability for fast response to many changing priorities and initiatives in international broadcasting.

Help

As a Supervisory International Broadcaster (China), you will be responsible for duties to include, but are not limited to:

  • Plans, organizes and directs radio, television, internet, and other digital output, to the targeted region.
  • Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Develops and assigns goals and objectives for supervisors or managers of subordinates' organizational units.
  • Develops budgetary and staffing requirements; coordinates planning with other organizations; and identifies and resolves any organizational problems.
  • Evaluates subordinate supervisors and serves as reviewing official on evaluations of others supervisory and nonsupervisory employees.

  • You must be a U.S Citizen or U.S. National.
  • This is a national security position. If selected, this position requires the completion of the SF-86.
  • Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a Union Agreement.
  • This position has been designated supervisory requiring that the selectee serves on an initial appointment as a supervisor or manager serve a one-year probationary period. This position may require serving a one-year probationary period.
  • If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
  • The full performance grade level for this position is GS-15.
  • This position may require working nights, weekends, and holidays.

Qualifications

Screen out factor: Applicant must have fluency in both English and Mandarin and/or Cantonese languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

  • Expertise in strategic planning, including the development and oversight of strategic policies, objectives, goals, and accomplishments in support of agencies mission.
  • Expertise in the area of overseeing the production of programming and content.
  • Expertise with audience research and development strategies.
  • Extensive or broad experience with agency budget, hiring and personnel procedures, and all aspects of FTE and Personnel Service Contractor (PSC) recruitment, team development and management of personnel records.
  • Expertise covering a variety of topics concerning China such as international relations, economics, culture, and socio-political development.
