Duties

Help
  • Serves as an air traffic controller at a Level III, Air Traffic Control Specialist (ATCS) Terminal.
  • Responsible for the safe, orderly, and expeditious flow of aircraft within an approximate 45-mile radius of arrival and departure services to five airports.
  • Assures vertical, longitudinal, or lateral separation of aircraft traveling in assigned airspace sectors.
  • Ensures equipment is fully operational, properly aligned, and meets required criteria for control of air traffic.
  • Instantly reverts to non-radar separation standards and procedures in case of loss of radar.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must complete the Wheeler-Sack ARAC and Tower training programs and attain qualification and certification in each facility to remain employed as GS-2152 (T) at Fort Drum.
  • Must sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse Testing Program).
  • Must obtain facility rating and certification by the Army and Federal Aviation Administration in both the Wheeler-Sack Army Airfield Army Radar Approach Control and Air Traffic Control Tower within regulatory timelines.
  • Must remain current in the knowledge of basic meteorology, air navigation (to include types and uses of aids to air navigation), air traffic control, and communication procedures, rules, and regulations governing air traffic control.
  • Must remain current in procedures peculiar to the Wheeler-Sack Army Airfield local flying area.
  • Must maintain currency for the facility rating(s) as defined in Army regulations.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Must be able to work an irregular work schedule that includes rotating shifts and overtime.
  • This position is a weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
  • TDY travel is occasionally required.
  • This position requires Flight Physical in accordance with AR 40-501 and AR 40-8 pertaining to air traffic control.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11 Specialized experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes the performance of the following tasks: 1.) Issuing instructions to aircraft operating under visual flight rules considering such factors as: position (both present and projected), speed, and direction of aircraft movement; performance characteristics of the aircraft being controlled (e.g., operating speed, rate of climb, and landing speed); and the runway(s) available for use; 2.) Determining the time and sequence of aircraft movement to maintain separation among arriving and departing aircraft; 3) Assigning runways based on need of the aircraft such as wind direction and speed, and separation requirements.


In addition to meeting the specialized experience requirement above, applicants must also be a graduate of a DoD component or FAA approved formal Air Traffic Controller school and possess an Air Traffic Control Specialist (ATCS) (Radar) OR Control Tower Operator (CTO) certification for the GS-11. GS-12 -Specialized experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service level including 1.) Ensuring separation of aircraft traveling in assigned airspace sectors; 2.) Utilizing radar communication tools to perform controller functions such as: Utilizes Airport Surveillance Radar (ASR-11), Data Automation Processing Group (STARS/DASS), Flight Data Input/Output (FDIO), Precision Approach Radar (PAR), Navigational Aids, aircraft transponder (secondary radar), primary radar, and radio and telephone; 3.) Tracking radar targets to perform control functions in accordance with policies such as: Federal Aviation Administration, Department of Defense, and Department of Army rules and regulations and interfacility Letters of Agreement.


In addition to meeting the specialized experience requirement above, applicants must also be a graduate of a DoD component or FAA approved formal Air Traffic Controller school and possess an Air Traffic Control Specialist (ATCS) (Radar) AND Control Tower Operator (CTO) certification for the GS-12. Education
