Duties

  • You will serve as a Management and Program Analyst in the Naval Sea Systems Command (NAVSEA) Industrial Operations Shipyard Infrastructure Optimization Program (SIOP) (PMO 555).
  • You will develop, review and coordinate SIOP program and acquisition documentation such as Acquisition Plans, Acquisition Strategies, Acquisition Program Baselines, Integrated Master Schedules, Change Management Plans, Risk Management Plans, etc.
  • You will develop, review, interpret and implement programmatic strategy, policy and plans to support overall program acquisition execution for SIOP related to the SIOP Work Breakdown Structure.
  • You will develop decision briefs and point papers in support of senior level decisions related to the SIOP Integrated Master Schedule.
  • You will develop, review, interpret and implement programmatic strategy, policy and plans to support the SIOP Risk Management Program.
  • You will develop decision briefs and point papers in support of senior level decisions related to the SIOP Risk Management Program.
  • You will tailor/develop/coordinate SIOP acquisition documentation required for a Major Defense Acquisition Program (MDAP).
  • You will assist in the development of Congressional briefs, Reports to Congress, GAO responses, and other Requests for Information (RFIs).

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of a wide range of qualitative and/or quantitative methods to assess an organization's acquisition programs. Examples of qualifying experience may include (1) expertise in analyzing complex programmatic information and synthesizing for effective stakeholder communication and leadership decision-making; (2) familiarity with DoD and Navy Major Defense Acquisition Policy and Regulations (5000 series); (3) working collaboratively with multiple program offices, business, legal, and contracting offices to develop recommendations for senior leadership consideration in solving complex acquisition program challenges; (4) developing and implementing Integrated Master Schedule Management using various software tools; (5) managing risk at a programmatic level; (6) innovation and strategy understanding; creative problem solving and collaborative brainstorming.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-15, step 5, currently $185,824. If your current salary is above this amount, your salary may be matched.

This announcement uses the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) Direct Hire Authority for the Business Management & Technical Management Career Path to recruit and appoint qualified candidates to certain positions in the competitive service.
