This position is part of the Space Development Agency.
As a Space Joint Interface Control Cell (S-JICC) Specialist at the NH-0301-3 some of your typical work assignments may include:
Incumbent works as part of a 24x7 Crew comprised of Government, Military, and or Contractor personnel in the Proliferated Warfighter Space Architecture's (PWSA) Operations Centers (OC) Space Joint Interface Control Cell (S-JICC). Reports to the OC Mission Director in
Operations Center for all things Tactical Data Link (TDL) execution supporting short and long range planning and execution of all services.
Manages day-to-day Tactical Data Link (TDL) operations, and the 72 hours planning cycle supporting the OC Mission Dir. and leads S-JICC on all matter pertaining to:
--Joint Range Extension Application Protocol - C (JREAP-C). Incumbent manages all scheduled JREAP-C links and SDA OC Mission Data User (MDU) Connections;
-- Link 16: Ensures Ground Systems Operators (GSO) and Space Interface Control Technicians (SICT) have the communications channels with the supporting warfighters, current Initialization Load Files (IDLs), Crypto and OPTASK LINKs (OTLs) to execute mission.
Integrate Broadcast Service (IBS), Tactical Satellite Communications (TACSATCOM) and other sensitive data link and related capabilities that the PWSA will provide.
Executes daily current operations as the SDA Operations Center Joint Interface Control Officer (JICO) and manages all of the agency's TDLs. The JICO will also execute all the required functions pertaining to the execution and maintenance of the Link 16 Common Operational Picture (COP), in accordance with Operational Tasking (OPTASKLINK) messages, OPTASK Identification Supplement (ID SUPP), and all other directive orders. Submits Command and Control (C2) equipment and data transport requirements, e.g. firewall access/exemption requests, in support of Joint data networks for Mission Data User (MDU) connections.
Maintains situational awareness of supporting communications infrastructure and systems, and directs SICT and GSO on all efforts pertaining to the Link 16 COP; Specifies real time COP system configuration control parameters and any changes within SDA PWSA, supporting larger persistent, routine and adhoc planning efforts for all TDL services and supports agency testing efforts that require OC involvement.
Evaluates factors such as current and future mission needs, and training equipment limitations and availability to provide actionable recommendations to the Ops Center Director and SDA leadership. Supports the development and implementation of the mission plans, Link 16 and JREAP-C services, operational procedures and training documents for Ops personnel, focused on the execution of the Tactical Data Links (TDLs).
Supports the continued operations by training other personnel on TDL functions , and mission operations, and procedures. In conjunction with contractor personnel, prepares/presents standardized initial and recurring training procedures using a Mission Training Plan. Captures SOPs and changes in policy and doctrine.

This is a crew based position and requires shift work in one of the PWSA OCs (Redstone Arsenal, AL and or Grand Forks, ND) 24/7 Shift work --to include nights, weekends and holidays
Employee may receive additional compensation for hours before 0600 and after 1800 as well as Sundays and holidays. May be required to work overtime, and extended/unusual tour of duty to meet operational requirements at any point in the 24/7 shift.
Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience working Joint Interface Control or Joint Data Networks Operations (JDNO) OR experience as Interface Control Officer (ICO) OR other senior TDL operations experience.
Experience in Tactical Data Link (TDLs) operations, planning, battle management, Command and Control (C2), satellite communications, weapons, sensors and test and evaluation.
Experience with civilian and military command structures, missions, program goals, operational events, milestones, and evaluation methods.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Duty location Grand Forks AFB, ND: Position will be filled at NH-03 with a starting salary of $86,962 to $134,435 (includes 16.82% locality), unless statutory/regulatory rates prevail.
Duty location Redstone Arsenal, Al: Position will be filled at NH-03 with a starting salary of $90,431 to $139,798 (includes 21.48% locality), unless statutory/regulatory rates prevail.
