Duties

The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Review, analyze, and independently receive and process incoming Freedom of Information Act (FOIA) and Privacy Act of 1974 (PA) requests for access to records maintained by all components of the OIG nationwide, as well as Headquarters OIG units.
  • Provide guidance to federal and contract staff for managing records, including the appropriate disposal of records.
  • Review and analyze incoming requests by individuals for records pertaining to themselves to determine whether they constitute PA requests under the OIG's PA regulations at 24 C.F.R. Part 2003.
  • Provide guidance to federal and contract staff for managing Controlled Unclassified Information, including privacy information.
  • Confer with requesters via telephone or email, as appropriate, to clarify the scope of the request, and negotiate with requesters about fees for search, review, and/or copying expenses in a professional manner.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is:

- Researching, analyzing, and evaluating data in response to Freedom of Information Act (FOIA) requests or appeals; AND
- Experience researching, evaluating, developing, and implementing records management systems while ensuring compliance with a record management organization (e.g., National Archives and Records Administration), laws and regulations; AND
- Provide training to internal stakeholders on records management, Controlled Unclassified Information (CUI), FOIA and privacy policies and procedures.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is:

- Accurately respond to Freedom of Information Act (FOIA) requests and other disclosure inquiries from a range of internal and external individuals; AND
- Manage records and electronic files in accordance with established records retention rules and regulations; AND
- Applying internal procedures to provide access to agency Controlled Unclassified Information (CUI) and privacy information.

Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Pass a detailed background investigation.
