Duties

Help

The Training Specialist:

  • Represents NTC and FMCSA in interaction with senior officials at other Federal law enforcement agencies, state law enforcement agencies, local law enforcement agencies, colleges and universities, executives within the private sector, transportation safety groups/organizations, and national training organizations. May serve on agencywide task forces to investigate, develop, and implement new initiatives and/or training programs.
  • Is engaged in the development of policy, strategies, plans, and Agency guidance on assigned national-level training programs. Provides authoritative advice, guidance, and expertise to FMCSA, NTC Director, Academy Manager, and/or senior management both at headquarters and throughout the field.  Additionally, provides advice and guidance to State and local government officials, and other Federal Agency officials on national level training programs.
  • Additional emphasis will be on the development and timely updating of relevant instructor training aids and training materials.
  • Will be responsible for set up of all Academy materials, classroom and any/all other duties required prior to and at the completion of the Academy. Will serve as point of contact for Academy student for questions regarding the Learning Management System, classroom materials and equipment.

The ideal candidate serves as Training Specialist with responsibility to conduct training courses at FMCSA’s Safety Investigator and Inspector Academies. The candidate will deliver national level commercial vehicle safety and investigative program courses.

CONDITIONS OF EMPLOYMENT:

  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing
    agency remote work policy requirements, working conditions, and expectations for the position.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

For the 1712 series, experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction is required.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience evaluating the content of new or modified training programs for impact upon the Agency’s program or resources.
  • Experience in applying oral communication skills: presenting information and facilitating adult learning, focus groups, team building, and strategic planning sessions in an organized fashioned.
  • Experience in training methods, techniques, and tools, to include educational developments in the field to design and develop training courses and materials, evaluate training programs and/or complete projects. 


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  • Problem Solving (‡) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
