Help

You will:

  • Manage and lead the development of projects, technical and policy analyses, innovative application of tools, and documents that support regulatory development, reporting and implementation of regulations developed by Stratospheric Protection Division.
  • Serve as a recognized expert for ozone layer and related climate protection programs undertaking comprehensive assessments of critical issues that impact ozone layer depletion, climate change, and global environmental protection.
  • Develop new or improved approaches to analyze, develop, and present authoritative technical, data, information and policy analyses on controversial and nationally important implementation of Title VI of the Clean Air Act and the American Innovative and Manufacturing Act.
  • Leads cross-branch efforts on integrating policy expertise in SPD and OAP-wide projects by identifying, researching, designing and evaluating effective and innovative
    solutions for critical and complex stratospheric ozone and climate protection policy, regulatory and compliance issues and reporting pertaining to the implementation of Title VI and the AIM Act.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:

To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as independently leading, directing, analyzing, and interpreting technical and policy analyses of highly complex stratospheric ozone and climate protection management challenges.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  • Ability to plan, organize, and direct team efforts focused on the evaluation, implementation and/or resolution of complex policy and technical challenges related to environmental protection.
  • Ability to communicate effectively in both oral and writing forms.
  • Knowledge of principles, theories, and practices of national and international environmental policy, specifically related to ozone layer and climate protection.
  • Ability to serve as an authority in developing new approaches and theories to investigate critical problems in the specialty or in making decisions to change, interpret, or develop programs of national and international impact.
  • Skill of fully understanding the concepts of ozone depletion, climate change, and the policy and regulatory objectives of Title VI of the CAA, the AIM Act, and the Montreal Protocol.
  • Ability to serve as a technical authority in the development and/or promulgation of regulations, policies, tools and guidance concerning implementation of the CAA.
  • Knowledge of pertinent CAA and AIM Act objectives, international environmental treaties, standards, issues and policies, the relationship of environmental science and policy issues within and outside of EPA, and the range of laws, policies, guidelines, and precedents outlining interactions among EPA programs and with outside parties, such as other federal agencies, state governments, industry, trade associations, non-governmental organizations, and environmental groups.
  • Skill in developing novel policies, programs, and analysis to further ozone layer protection and reduction of hydrofluorocarbons.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in behavioral or social science, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed; OR four years of experience that demonstrate you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major, as listed.
