This Managing Director position is located in the Bureau of Consular Affairs (CA), Passport Services Directorate, Passport Issuance Operations.  As the public face of the Department of State for millions of people around the world, CA is responsible for the welfare and protection of U.S. citizens abroad, the issuance of passports and other documentation to citizens and nationals, and the protection of U.S. border security and the facilitation of legitimate travel to the United States.

The Passport Service Directorate (PPT) is responsible for issuing passports that facilitate U.S. travel abroad.  This is accomplished through a nationwide network of 29 regional passport agencies, national passport processing centers, and approximately 7500 partner facilities. In fulfilling its responsibility for protecting U.S. borders, PPT ensures that all passport applicants undergo extensive vetting of their identity, claim to U.S. citizenship, and entitlement to a passport. As a result of the vigilant adjudication process and implementation of state-of-the-art security measures, the U.S. passport is considered the gold standard for international travel documents.

The Passport Services Directorate is organized into two major components, Passport Issuance Operations and Passport Support, each of which is headed by a Managing Director.  This position serves as Managing Director for Passport Issuance Operations (CA/PPT/I), with responsibility for directing a comprehensive program of passport adjudication and issuance services provided to Americans in the United States and abroad that includes serving as a liaison with Congress and the White House on the full range of passport issuance matters.  This position also serves as a member of Passport Services senior management team and shares fully with the Deputy Assistant Secretary (DAS) for Passport Services in exercising authority and responsibility for all Passport Issuance Operations programs and activities.  The incumbent reports to the Deputy Assistant Secretary for Passport Services.

Additional duties and functions include the following:

  • Oversees the establishment and implementation of uniform standards of effectiveness, efficiency, and productivity governing the adjudication and issuance of passports.  Monitors and evaluates progress toward performance goals and promotes continuing improvement in the quality and effectiveness of the services provided.

  • Provides policy guidance and direction to the Regional Directors who, in turn, supervise subordinate managers and supervisors at the agencies and centers.  Oversees the activities of the Office of Management Analysis and Coordination, which provides operational oversight and coordination of workload, hiring plans, and facilities projects to passport agencies and centers, and provides analysis, advice, and guidance to PPT management in improving passport field operations and efficiency.

  • Plans, directs, and ensures acquisition of the level of resources needed to effectively carry out all adjudication and issuance program responsibilities. Approves, presents, and defends budget estimates for inclusion in the overall Directorate and Bureau annual budget submission.  Approves spending plans to guide the orderly and efficient allocation of approved funding. Provides leadership and policy direction for subordinate managers to make effective and efficient use of all approved resources.

This position is a drug-testing designated position subject to random testing for illegal drug use.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions).  Applicants must also submit separate narrative statements covering each of the Mandatory Technical Qualifications (listed below) in order to receive consideration for the position.  To view additional information on the proper preparation of Executive Core Qualification statements available on the Office of Personnel Management's website please click here. 

When responding to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position.  Your narrative responses to each of the MTQs and the ECQs should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.  Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives.  Your narratives are limited to two (2) pages per each MTQ and ECQ.

Your experience should explicitly demonstrate the following:

  • MTQ 1: Demonstrated ability to plan and manage a major component of a national program delivering customer-focused products and services to large segments of the U.S. population that provided a comprehensive range of services enabling the program to function at optimal levels of effectiveness and efficiency.

  • MTQ 2: Demonstrated experience in successfully managing a large organization subdivided into subordinate units that included developing and monitoring the organization’s goals, objectives, policies, plans, and priorities, overseeing the work of the organization through subordinate supervisors/managers, establishing and maintaining an organizational structure that promoted collaboration, cooperation, and operational efficiency and effectiveness, and ensuring that the organization was fully staffed with a diverse and inclusive workforce capable of successfully accomplishing short- and long-range organizational goals and objectives.

The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the Mandatory Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.
