As a Supervisory Physical Scientist, you will:

  • Serve as Director for the Small Business Innovation Research (SBIR) and Small Business Technology Transfers (STTR) Programs Office managing and coordinating outreach activities for the programs, commercialization assistance activities for small businesses, and manages the annual solicitation, review, funding, and award activities.
  • Direct the development, initiation, and implementation of organization specific plans, procedures, and scientific analysis related to the management, operation, and overall well-being of the organization's science research and business programs.
  • Manage the development and promulgation of specific policy that supplements Department of Energy requirements in areas related to the office including policy for the determination of research focus areas, proposal review and selection, technology transfer, commercialization assistance, and adherence to all relevant guidelines and directives.
  • Provide supervision and subject matter expertise to support Office of Science programs, site offices, and the field on issues pertaining to the conduct of assessments and reviews (e.g., funding allocation, research management, and contract management), and issues related to Federal policy directives and legislation.
  • Supervise a team of scientific and administrative personnel implementing the mission of Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs as well as the wider missions of the Department of Energy.

  • First time supervisors will be required to serve a 1-year probationary period.
  • This position has been designated as CRITICAL SENSITIVE and requires a security clearance at the "Q" Level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations. PCS is not authorized.
  • This position is NOT included in a Bargaining Unit.
  • Occasional travel may be required.

Qualifications

BASIC REQUIREMENT:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the above education requirement, the candidate must also possess the experience below:

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following:

  1. Providing support on issues pertaining to small business assessment reviews, to include funding allocation, research management, or contract management.
  2. Recommending policy development to supplement organization requirements pertaining to small business areas such as technology transfer, commercialization assistance, or research focus areas.
  3. Providing supervisory direction to a diverse staff engaged in small business outreach activities.
  4. Coordinating outreach activities for programs or commercialization assistance activities for small businesses.
Education cannot be substituted for experience at the GS-15 grade level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Supervisory Physical Scientist positions in the 1301 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
