Duties

Help

As a Program Analyst, you will:

  • Analyze and evaluate management and organizational practices to efficiently organize work within NA-84, including the number and skills mix of positions needed to staff the office.
  • Gather, interpret, analyze, and correlate large amounts of narrative and statistical information about organizational functions, workload, and productivity.
  • Serve as the primary Contracting Officer Representative for NA-84 support service contracts.
  • Administer NA-84 budget programming, planning, budgeting, and execution processes.
  • Manage cross-program coordination among NA-84 programs and the NA-84 Headquarters element.
  • Administer document reviews and ensure quality control for NA-84 deliverable products for outside organizations.
  • Serve as an on-call response official for the DOE/NNSA Nuclear Emergency Support Team field response and home teams, take on-call duty as required, typically for one week each month. Remain prepared to deploy on short notice, to possibly austere environments, and become part of incident command and operational support during an emergency response or exercise.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. EN-00 (GS-11 equivalent). Specialized experience for this position is defined as applying knowledge of management and organization laws, regulations, policies, precedents, programs, resources, operations, objectives, missions, relationships, work processes, techniques, systems, and procedures in order to accomplish analytical studies and projects, requirements development and utilization, productivity improvement, management controls, and long-range planning. Knowledge of analytical, evaluative, qualitative, and quantitative methods and techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, operations, or organizations, to conduct detailed analyses of functions, production operations to forecast and determine requirements.


Examples of Qualified Experience:
  1. Experience managing complex processes relating to organizational policy, human capital, task tracking, logistics, budget, and/or communications.
  2. Demonstrated ability to enhance team cohesion and successfully navigate inter- and intra-organizational dynamics in a high-paced operational environment.
  3. Proven written and oral communication skills, particularly regarding complex organizational or national security issues.
  4. Record of conceiving and implementing novel solutions to multi-faceted or unprecedented challenges.
