The Office of GSA IT, Cloud Operations Branch (IDPDB) provides enterprise solutions for GSA’s real estate mission and buildings portfolio.
As an IT Project Manager you will perform the following duties:
Leads small, medium and/or large agile development efforts, including gathering requirements, working with stakeholders and managing product releases throughout the development life cycle. Must be well versed in full systems development life cycle, demonstrated success in delivering agile development projects. Applies analytical processes to the planning, design, and implementation of complex information systems with a focus on developing the strategic use of the data to drive decision-making. Acts as the senior customer advocate/technical account manager and will acquire a full understanding of mission critical IT needs, budget constraints, risk factors, business and political pressures, and performance requirements.
Translates unique customer IT requirements into innovative, integrated, workable solutions. Ensures technology applications in use and/or being proposed address both current and future business requirements and recommends how to apply, extend, enhance or optimize the existing IT systems, programs or services. Maintains business relationship with vendors and acts as the liaison between stakeholders to resolve issues of workmanship, quality, timely delivery and/or nondelivery, and adherence to established schedules and quality.
Manages the delivery of solutions to the business. Determines the capabilities to projects and offerings. Manages and communicates road map, releases plans and coordinates software releases. Coordinates project planning contract management and resources for capability. Prepares statements of work, budget planning, formulation and execution.
Ensures business requirements are included in the process of determining systems solutions. Ensures any systems strategy directly supports the business strategy. Ensures all systems are evaluated on business requirements and return on investment. Ensures best use of systems is being adhered to in support of the business. Ensures proper coordination to support the delivery of assets to clients. Ensures appropriate amount of project management on complex IT systems and IT projects within PBS. Ensures appropriate amount of coordination with other capability managers to deliver client requirements. Ensures appropriate amount of project planning contract management and allocation of resources for the capability. Ensures all funding and resources are properly managed.

The GS-14 salary range starts at $122,198.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized experience is defined as experience:
Directing a program that performs technical and administrative IT work.
Designing, developing, and managing solutions (e.g. systems, software, applications, programs, services that meet current and future business requirements to extend or optimize existing IT platforms/architectures.
Managing and overseeing the planning of IT multI-year projects, systems, and protocols. AND
Evaluating emerging technologies for enterprise-level IT investments, business operations, and stakeholder needs.
