Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

This position reports directly to the Technical Operations, Technical Services Organization Technical Services Manager within a Service Area.

The Operations Support Manager position serves as first level Manager of an assigned workforce consisting of Technical Analysts, Management & Program Analysts and/or assistants, Administrative Officers, Budget Analysts, and Training Specialists who provide support to management and employees in the ATO, Technical Operations Organization.

Manages and directs a highly technical and diverse workforce that implements national level requirements for programs such as Field Incident Response, staffing, budget planning and executions, acquisition/procurement, and training/certification. Position uses effective performance management to lead assigned group in completing the mission and meeting FAA and Air Traffic Organization goals and objectives. Actively promotes, supports, and participates in theF AA's Equal Employment Opportunity and Diversity Programs.

Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Applies an advanced knowledge of the technical aspects of the work directed, and an advanced knowledge of budget, personnel, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization. Maintains, analyzes, and reports information relied on by managers to efficiently manage the organization. Defines, plans and organizes assigned resources necessary to accomplish the goals and objectives of the Technical Operations organization. Has authority to make commitments for subordinate organizational units, within guidelines.

Manages budget and either reallocates resources among organizational units/projects/programs or requests additional resources, as needed. May perform critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Incumbent responsible for trend analysis; operational metrics tool development, Core NAS Policy Training, WEB CM Coordination, and scheduling for workshops. Supports the implementation of Concept of Operations (CONOPS) evolution within the District.

Maintains contacts both internal and external to the district, including senior management, union representatives, service center, personnel, ATO Service Units, and FAA lines of business. May represent the FAA on interagency committees and national groups that develop, monitor and evaluate district programs and operations. The work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Incumbent has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision. Work frequently affects the major subdivision's internal and external customers.

Qualifications

To qualify for this position at the FV-J (FG/GS-14/15) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-I (FG/GS-13). Specialized experienceis experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience is: experience managing resources, management and strategic planning; process evaluation and development; and knowledge of budget allocation and administrative policies/ procedures.
