Summary

You will serve as the Director of Program Implementation, a supervisory position in the Illinois Division with the primary responsibility and authority to support the Division Administrator and Deputy Division Administrator in delivering the Federal-aid Highway Program in the State in accordance with all Federal laws and regulations. You will also provide on-site leadership of the day-to-day operations of the Illinois Division office.

As a Program Manager, you will:

  • Serve as the principal advisor to the Division Administrator (DA) and Deputy Division Administrator (DDA) and provide policy and program direction on a statewide basis, for the management, implementation, and coordination of all phases of new and existing Federal aid highway programs in, design, construction, maintenance, procurement, emergency relief, and contract administration.
  • Participate with the DA and DDA in developing and implementing Federal-aid oversight initiatives and stewardship functions through an annual risk assessment of the State’s Federal-aid program.
  • Provide program expertise to State and local government officials and engineers to ensure effective program delivery in accordance with Title 23 and related applicable Federal laws.
  • Recommend and facilitate the implementation of innovative programs and processes to improve the delivery of the transportation program in the State.
  • Directly supervise a diverse team of engineers and program managers. Communicate organizational strategies, goals, objectives and priorities to internal and external audiences. Build cohesive coalitions and partnerships with State and local officials.

The ideal candidate for this position is a proven leader with experience relating to State, local, and industry transportation matters with responsibility for leadership in the development, coordination, and reporting of FHWA strategic plans and the Division stewardship and oversight activities.  The ideal candidate will also have experience providing information and expert guidance in the interpretation, application, and implementation of Federal laws, regulations, and policy relating to all phases of the highway program on a day-to-day basis to officials of the State Department of Transportation, cities, counties, other agencies, and to private citizens. They are experienced in leading and overseeing program priorities and reviews, working with senior level professionals in various organizations, serving as a senior agency/organization representative.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

For the GS-14: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-13 grade levelwhich includes:

  • Experience performing program management principles and practices relating to highway and surface transportation programs; AND
  • Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  2. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  5. Manage and Organize Information – Identifies a need, gathers, organizes, and maintains information; determines it importance and accuracy, and communicates it by a variety of methods.
