Duties

Help

At the full performance level, major duties include:

  • Manages development teams to ensure systems development and implementation meet business requirements for the Legal Division. This includes developing and executing project plans to ensure systems are fully integrated into FDIC business operations.
  • Develops and maintains Legal business-led developed tools and applications; develops and generates management reports and data visualizations by leveraging FDIC enterprise technology such as Microsoft Power Platform, and SharePoint to develop ad-hoc reports, automate workflows and manage information.
  • Performs a range of project management Systems Development Life Cycle (SDLC) encompassing the following major phases of work: Project management, design/development, requirements, testing, implementation and maintenance.
  • Reviews project deliverables with FDIC and non-FDIC clients to ensure they meet requirements and working with clients to meet expectations.
  • Coordinating information system project activities with other developers, FDIC and non-FDIC clients and support groups with DIT, including planning, requirements analysis, testing, and implementation tasks.
  • Develops and presents visualizations of data using analytical tools in Microsoft Power Platform (MPP); assists citizen developers with development and support of applications.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-11 grade level or above in the Federal service. Specialized experience is defined as experience with delivering IT solutions using project management methodologies such as Agile, SCRUM, or Waterfall to execute technical tasks related to management of IT systems or applications; and conducting business analysis, process improvement, and market research; and experience using Microsoft Power Platform software development technologies to develop solutions.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  2. Skill in web application development with Microsoft technologies such as ASP, .NET, Power Platform, or SharePoint.
  3. Skill in applying project management principles, methods, and practices such as Agile, SCRUM, and Waterfall.
  4. Skill in analyzing business processes and defining business requirements for IT projects to make recommendations for IT solutions.
  5. Skill in applying IT principles, concepts, techniques and methods of systems and software design, development, and maintenance of IT systems and tools.
  6. Ability to solve problems and identify unique and cost-effective approaches to IT solutions and implementations.
  7. Skill in business process improvement, evaluation of processes, business process modeling, and with modeling tools.
