A LOGISTICS MANAGEMENT SPECIALIST, GS-0346-9, 1. -- Reviews and evaluates all operations, deployment, contingency and exercise plans to ensure mission readiness for the Logistics Readiness Squadron. Analyzes exercise and contingency plans to determine required Logistics ReadinessSquadron actions in support of mission requirements. Incumbent evaluates all equipment, manning and trainingrequirements to meet deployment and pre-planned tasking. The position is responsible for coordination with other baseorganizations on applicable plans. This position manages the development of plans for deployments, contingency response,expeditionary support planning, sustainment, and redeployment. Prepares updates and reviews the Logistics ReadinessSquadron contingency/ deployment, base support, and related plans. Coordinates plans and annexes with LogisticsReadiness Squadron managers. Incumbent initiates all changes, modifications, additions and/or deletions to personnel andequipment tasking and assignments through the Logistics Readiness Squadron Commander.--Develops, manages and controls Logistics Readiness Squadron training and career development programs. Incumbent isresponsible for Automated Training Systems, products, and a multimedia library and for developing training policies and procedures.
2. Compiles and updates status of Logistics Readiness Squadron, to include tracking and reporting of personnel, training ,equipment and supplies. The position is responsible for generation of reports and for the assignment of proper security ,classification and storage of classified documents. Compiles and prepares Status of Resources and Training System, Defense Readiness Reporting System, and Air Expeditionary Force (AEF) Readiness Tool reports and provides status and readiness briefings to Squadron and Wing commanders. Identifies shortfalls and recommends corrective actions. The incumbent monitors personnel deployability. The incumbent implements local directives for the establishment and management of Personnel Readiness folders.
3. Coordinates, develops, and administers management training programs for supervisory personnel. Incumbent instructs management personnel and trainers on the concepts, scope and objectives of straining programs. This position monitors the training proficiencies. This job involves providing guidance to section supervisors in the selection of Enlisted Specialty Training (EST) trainers, qualification, upgrade, job knowledge, proficiency, professional development and general military training.
4. Develops local training programs to accommodate supply procedural changes, and coordinates changes to other career field areas as directed, to improve operational effectiveness when management indicators reflect potential trouble areas. Prepares, schedules, coordinates or conducts Supply Customer related Block Training. Manages and conducts inspections of all squadron training areas to ensure that records are maintained in accordance with established directives.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-07 - 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training involving knowledge of organizations and their functions in logistical support. Experience integrating actions of support activities to meet program goals. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks and comply with regulations, laws, or practices.
GS-09 - 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). EDUCATION:
If qualifying based on education, a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree

Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan:

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
  • Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)

Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
  • Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position.
